Abstract

Pemanfaatan aset gedung Penerimaan Negara Bukan Pajak (PNBP) yang terdiri dari ruang aula, ruang kelas, asrama dan workshop las pada Balai Jasa Konstruksi Wilayah IV Surabaya kurang optimal. Salah satu cara untuk meningkatkan pemanfaatan aset tersebut adalah melalui penetapan tarif sewa untuk aset Gedung PNBP dan penetapan tarif pelatihan dan uji sertifikasi tukang las. Tujuan penelitian ini adalah untuk memperoleh besaran tarif sewa Gedung PNBP dan tarif pelatihan dan uji sertifikasi tukang las yang mencakup biaya investasi, operasional dan pemeliharaan. Untuk menetapkan tarif sewa gedung PNBP dan workshop las menggunakan analisis biaya siklus hidup dan Break Even Point (BEP). Untuk menetapkan tarif pelatihan dan uji sertifikasi tukang las menggunakan metode Activity Based Costing (ABC). Untuk menganalisa persepsi calon pengguna akan kemauan untuk membayar dan kemampuan untuk membayar menggunakan analisis deskriptif yang diolah menggunakan software SPSS. Hasil penelitian menunjukkan tarif sewa aula Rp 2.700.000,-, kelas kecil Rp 545.000,-, kelas besar Rp 810.000,- kamar AC Rp 215.000,-, kamar AC+TV Rp 230.000,-, kamar non AC Rp 175.000,-, tarif pelatihan dan uji sertifikasi tukang las pemula Rp 10.700.000 dan tarif pembekalan dan uji sertifikasi tukang las Rp 1.570.000,-. Hasil analisa kemauan untuk membayar dan kemampuan untuk membayar tarif sewa Gedung PNBP adalah sebagian besar responden berminat dan mampu membayar tarif sewa ruang kelas dan kamar asrama, namun tidak berminat dan tidak mampur membayar tarif sewa aula. Untuk tarif pelatihan dan uji sertifikasi tukang las adalah sebagian besar responden tidak berminat dan tidak mampu membayar. Sebagian besar responden berminat namun tidak mampu membayar terhadap tarif pembekalan dan uji sertifikasi tukang las.

The Utilization of Penerimaan Negara Bukan Pajak (PNBP) building assets consists of halls, classrooms, dormitories and welding workshops in Construction Services Unit Region IV Surabaya is not optimal. One way to increase the use of these assets is through the stipulation of rental rates for PNBP building assets and the setting of training and certification tests rates for welders. The purpose of this study is to obtain the amount of PNBP building rental rates and welder’s training and certification tests rates covering the investment, operational and maintenance costs.To determine PNBP building rental rates and welding workshops using life cycle cost analysis and Break Even Point (BEP) method. To determine training and certification tests for welders rates using the method Activity Based Costing (ABC). To analyze the perception of potential users of the Willingness To Pay (WTP) and Ability To Pay (ATP) using descriptive analysis that is processed using SPSS software. The results showed that the rental rate of the hall was IDR 2,700,000, - small class IDR 545,000, - large class IDR 810,000, - AC room IDR 215,000, - AC + TV room IDR 230,000, - Non AC room IDR 175,000, -. The training and certification tests rates for beginner welders is IDR Rp. 10,700,000, while the briefing and certification tests rates for welders Rp. 1,570,000. The results of the analysis of WTP and ATP on PNBP Building rental rates showed that most respondents were interested and were able to pay for the class and dormitory rooms’ rental rates, but were not interested and were not able to pay for the rental rates for the hall. The results of WTP and ATP analysis on training and welder certification tests rates showed that most of the respondents were not interested and could not afford to amount, and also, most of them were equally interested in the briefing and certification tests for welders but could not afford the rate.
