Abstract

Tingkat konsumsi masyarakat di Indonesia setiap tahun mengalami peningkatan hal tersebut berkorelasi dengan perkembangan industri yang sebanding dengan tingkat kebutuhan energi bahan bakar sebagai penunjang proses produksi. Sehubungan dengan rencana penambahan kapasitas konsumsi pada daerah KIEC Cilegon yang merupakan daerah kawasan indusitri kimia dan peleburan baja. Sekarang ini terdapat kurang lebih 50 pabrik/industri. Dalam penelitian ini pengembangan wilayah jaringan distribusi pipa gas 0.63 mmscfd menjadi 4.73 mmscfd ditinjau dari aspek teknis, keselamatan dan keekonomian sebagai penentu harga gas. Pengembangan Right of Way (ROW) sepanjang 13,692 kilometer didapatkan tekanan maksimum (MAOP) sebesar sebesar 1364 psia dengan kapasitas maksimum sebesar 24.9119 mmscfd. Tekanan operasional distribusi gas sebesar 361 psia dengan kapasitas gas 5.333 mmscfd. Analisa risiko menggunakan metode Kent Muhlbauer terhadap probabilitas dan konsekuensi yang kemudian dilakukan pemetaan/penentuan pada risk matrix standart API 581 menunjukkan sbeberapa segmen pipa berada pada tingkat risiko rendah (low risk) dan medium risk sehingga perlu ditingkatkan frekuensi patroli, monitoring,dan pemeliharaan. Pengembangan ROW ini memerlukan biaya sebesar 15.333.485.619 dan biaya investasi pipa eksisting Rp 62.433.930.255.122 dengan IRR sebesar 11%, NPV 17.356 juta Rupiah, didapatkan biaya pengelolaan infrasturtur gas bumi sebesar 8.80($)USD/ mmbtu dengan harga beli gas 7.16 8.80($)USD/ mmbtu.

The level of fuel consumption in Indonesia increases every year. Which correlates with the development of industry. This is proportional to the level of energy demand for fuel as a support for the production process. In connection with the planned increase in consumption in KIEC Cilegon which currently has approximatelly 50 factories / industries. In this study developing the gas pipeline distribution network area of 0.63 mmscfd to 4.73 mmscfd in terms of technical, safety and economic aspects as a determinant of gas prices. The development of a 13,692 kilometer right of way (ROW) obtained a maximum rating (MAOP) of 1364 psia with a maximum capacity of 24.9119 mmscfd. The gas distribution operational pressure is 361 psia with a gas capacity of 5,333 mmscfd. Risk analysis using the Kent Muhlbauer method of probability and estimation which is then plotted on the risk of the API 581 standard matrix shows that all pipe segments are neccessary at a low risk level (low risk). The development of this ROW requires a cost of Rp. 15.333.485.619 and the existing investment cost of pipeline Rp. 62.433.930.255.122 with an IRR of 11%, NPV of 17.356 and cost of manage natural gas infrastructure 8.80 USD/mmbtu with buying price 7.16 USD/mmbtu.
