Abstract
Utilities Fuel Oil System merupakan salah satu unit proses mengadaan bahan bakar yang penting di PT. Pertamina RU IV Cilacap. Karena adanya peningkatan peluang kerusakan, terdapat potensi bahaya pada proses yang tentunya akan menimbulkan potensi bahaya yang cukup besar. Oleh karena itu diperlukan studi analisis risiko yang bertujuan dapat mengetahui nilai SIL terkini dari unit dan dapat memberikan rekomendasi lapisan proteksi yang dibutuhkan. Melalui studi HAZOP dan perhitungan SIL, dengan metode LOPA didapatkan persentase hasil risiko Low 67,56%, Medium High 27,04%, High 2,7% dan Extreme 2,7%. Serta persentase nilai SIL untuk NR 66% dan SIL 0 34%. Dari nilai yang didapat plant dinilai aman dan tidak membutuhkan rekomendasi lapisan proteksi. Namun untuk Hasil SIL pada Electric Heater 57T-1 kategori SIL NR menunjukan bahwa kebutuhan evaluasi sistem sudah terpenuhi sehingga dapat dikurangi SIF-nya, yaitu dengan mengurangi 2 buah explosions hatch pada tangki 57T-1. Hal ini akan menyebabkan pengurangan biaya pemeliharaan pada system electric heater 57T-1.

Utilities Fuel Oil System is one of the process units to supply fuel oil and its existent is important in PT. Pertamina RU IV Cilacap. Because of an increase chance of damage, there is a potential danger in the process which will certainly cause considerable potential hazards. Therefore a riskanalysis study is needed which aims to find out the current SIL value of the process unit and can provide the recommended protection layer. Through the HAZOP study and SIL calculation through the LOPA method. It is found the percentage of riskresults of four catagories that are Low 67.56%, Medium High 27.04%, High 2.7% and Extreme 2.7%. And presentation of the value of SIL for NR 66% and SIL 0 34%. From the value obtained, the plant is considered safe and does not require protection layer recommendations. However, for SIL Results on Electric Heater 57T-1 SIL in NR category shows that the evaluation needs of the system have been fulfilled so that the SIF can be reduced (Lassen, 2008). That is by reducing 2 explosions hatches on tank 57T-1. This will cause a reduction in maintenance costs on the Electric Heater 57T-1 system
