Abstract

Instalasi pipa penetrasi dalam proses pembangunan kapal, dimulai bersamaan dengan proses perakitan blok konstruksi kapal sebagai bagian mewujudkan sistem modular outfitting atau lebih dikenal full outfitting block system. Proses instalasi pipa penetrasi adalah kunci kesuksesan proses modular outfitting akan berjalan baik atau tidak. Delay yang terjadi pada proses instalasi pipa penetrasi memilki efek signifikan pada waktu penyelesaian proyek dan biaya. Dengan kondisi saat ini, PT PAL bermaksud untuk mengoptimalkan tenaga kerja internal pada proses instalasi pipa penetrasi ini, dan PT PAL menginginkan profit yang berasal dari pelaksanaan pekerjaan instalasi pipa ini, berasal dari savings yang diperoleh dengan penggunaan tenaga kerja internal PT PAL. Goal programming digunakan dalam studi ini, dengan pertimbangan bahwa PT PAL ingin mengoptimalkan tenaga kerja internal, dan mendapat target profit minimum yang mereka inginkan. Dan dari implementasi goal programming, diperoleh dari pengoptimalan tenaga kerja internal PT PAL mampu menyelesaikan 72% dari target pipa yang harus di install dengan memaksimalkan jam efektif, dan menambah hingga 86% dengan memanfaatkan jam lembur. Profit yang diperoleh adalah 66,4% persen hingga 69,3% dari optimasi ini. Hal ini tidak dapat terjadi jika PT PAL mampu menyelesaikan tanpa adanya rework dan melaksanakan proyek sesuai dengan strategi pembangunan kapal

Installation of penetration pipe in the shipbuilding process start together with the hull construction block assembly process as part of modular implementation outfitting or known as full outfitting block system. Installation of penetration pipe is the key to success of modular shipbuilding method because delay that occurs in the installation process of pipe penetration has a significant effect on the project completion time and cost. With current conditions PT PAL intends to optimise their workforce in the process of installation of pipe and maximise profit that comes from implementation this pipe installation work with their internal workforce. Goal programming used in this study, considering PT PAL want to optimise their workforce and get maximum profit target they desire, from saving production cost caused by internal workforce optimisation. This study resulted with goal programming applied model, PT PAL able to complete 72% pipe penetration installation with their effective work hours and adding up to 86% by utilising overtime hours. The profit obtained is 66,4% to 69,3% of this optimisation come from maximum profit they can get from saving cost. This could not have happened without PT PAL able to complete without reworking and carrying out the project following shipbuilding strategy define on early project
