Abstract

Lamongan memiliki potensi kelautan didukung industri kapal rakyat
menjadi Kawasan Ekonomi Khusus (KEK) industri maritim berdasarkan Rencana
Pembangunan Jangka Menengah Nasional (RPJMN) 2015-2019. Dalam Laskara,
Jawa Timur memiliki visi menjadikan klaster kapal rakyat modern nasional tahun
2020. Namun dalam Rencana Pembangunan Jangka Menengah Daerah (RPJMD)
2016-2020, Lamongan belum memiliki roadmap SIDa yang menekankan
pencapaian daya saing kompetitif berdasarkan keunggulan sumber daya alam,
sumber daya manusia, dan inovasi teknologi. Penelitian ini bertujuan untuk
menyusun roadmap penguatan SIDa sektor maritim kapal rakyat antar aktor riple
helix berdasarkan tujuh aspek pembangun daya saing daerah melalui integrasi
value chain, teknometrik, Strength, Weakness, Opportunity, Threat (SWOT)
analysis, cognitive maps dan ISM (Interpretative Structural Modelling). Value
chain digunakan untuk mengidentifikasi aktivitas value added, teknometrik untuk
mengukur kontribusi komponen teknologi sebagai dasar penyusunan alternatif
strategi dengan SWOT analysis. Hasilnya menjadi dasar pembentukan model
hierarki struktural dengan integrasi cognitive maps dan ISM. Penelitian ini
menghasilkan informasi aktivitas value added meliputi inbound dan outbound
logistics, marketing and sales, serta services. Hasil pengukuran teknometrik
menunjukkan komponen humanware memiliki intensitas kontribusi tertinggi
(0,636), disusul technoware (0,504), inforware (0,491), dan orgaware (0,382)
dengan level technology Contribution Coefficient (TCC) semi modern (0,564).
Model struktural digraph ISM mengahasilkan alternatif strategi kebijakan terpilih
berdasarkan aspek (1) pertumbuhan ekonomi daerah yaitu dengan meningkakan
produktivitas industri kapal rakyat, (2) optimalisasi peran lembaga keuangan yaitu
dengan menciptakan kerjasama aktif untuk mempercepat investasi, (3) lingkungan
usaha produktif dengan cara membentuk asosiasi pengrajin kapal rakyat, (4)
kondisi infrastruktur dan lingkungan dengan cara perluasan pangsa pasar
konsumen, (5) kualitas SDM dan ketenagakerjaan yaitu meningkatkan kreativitas
dan transfer knowledge, (6) inovasi yaitu dengan kerjasama aktor triple helix
untuk mempercepat inovasi teknologi, dan (7) kemudahan askesabilitas dan
internasionalisasi yaitu dengan meningkatkan akses informasi dan kemampuan
komunikasi dalam bentuk roadmap SIDa dan usulan partnership uktuk aktor triple
helix.

Lamongan has potential marine that supported by the folk ship industry
become SEZ (Special Economic Zone) matirime industry based on the Natoinal
Medium-Term Development Plan in 2015-2019. On Laskara, East Java has vision
to make modern folk ship industry nationally in 2020. But in the Medium-Term
Development Plan 2016-2020, Lmaongan does not have a roadmap for
reinforcement Regional Innovation System (RIS) that emphasize the achievement
of competitiveness based on superiority of natural resourses, human resources,
and technological innovation. This research aims to develop a roadmap for
reinforcement RIS of folk ship industry in marine sector between actors triple
helix based on seven aspects builder of regional competitiveness through the
integration of model development using value chain analysis, Technometrics,
SWOT, cognitive maps and ISM (Interpretative Structural Modelling). Value
chain analysis was used to identification value added activities , technometrics
was used to measure contrbution of technological components as the basis for
developing an alternative strategy using SWOT analysis. The result will be
fundamental to develop structural hierarchy model using integration of cognitive
maps and ISM. This research shows information value added activities including
inbound and outbound logistics, marketing and sales, as well as services. Base on
Technometrics, it shows that humanware has the highest contribution rate (0,636),
followed by technoware (0,504), inforware (0,491), and orgaware (0,382) with
TCC = 0,564 included semi-modern. The structiral model of digraph ISM
generate alternatives policy strategy based on aspect (1) regional economic
growth by improved its industrial productivity of folk ship, (2) optimization of
financial institution by created active cooperation to accelerate investment, (3)
Productivy of the environmental business by formed association for craftman of
the folk ship industry, (4) Infrastructure and environmental condition by
expansion of the consumer market, (5) The quality of human resources and
employment by increased the creativity and transfer of knowledge, (6) the
innovation by make cooperation of the triple helix actors to accelerate
technological innovation, and (7) Ease for access and internationalization by
increased access of information and communication in the form of roadmap RIS
and the proposed partnership are followed for triple helix actors.
