Abstract
Bojonegoro merupakan salah satu kabupaten di Jawa Timur yang menjadi
kabupaten penghasil minyak bumi dan gas alam terbesar di Indonesia. Adanya
minyak bumi dan gas alam di Kabupaten Bojonegoro memberikan dampak yang
besar terhadap pendapatan daerah yang tercermin pada Produk Domestik Regional
Bruto (PDRB) denganbesar kontribusi sektor pertambangan terhadap PDRB
mencapai 42,02% (BPKKD Bojonegoro, 2013). Jika tidak diimbangi dengan
pengembangan industri lainnya maka dapat terjadi kesenjangan pendapatan antar
wilayah. Penelitian ini bertujuan untuk memberikan informasi berupa roadmap
pengembangan industri andalan sebagai masukan bagi pemerintah dalam
melaksanakan Rencana Pembangunan Jangka Menengah Daerah (RPJMD)
Kabupaten Bojonegoro dengan menggunakan data per kecamatan dari tahun 2011
hingga 2014. Penyusunan roadmap ini menggunakan pendekatan multivariat dan
AHP. Pendekatan multivariat yang digunakan antara lain analisis clustering dan
pemodelan regresi. Penyusunan program dalam roadmap berdasarkan dari hasil
pemodelan regresi dengan industri yang signifikan berpengaruh terhadap PDRB
yaitu industri pertambangan, pertanian, perikanan, industri pengolahan, dan sektor
perdagangan, nilai chi-squareuntuk masing-masing industri tersebut lebih besar
dari 9,48. Penentuan tahapan kerja dan waktu pelaksanaan program dalam
roadmap berdasarkan hasil prioritas industri dari analisis AHP, dimana prioritas
di Kabupaten Bojonegoro adalah sektor industri pertanian dengan nilai bobot
sebesar 29%. Tabel roadmap pengembangan industri andalan telah disusun
sebagai hasil dari penelitian ini, dengan langkah kerja optimalisasi penggunaan
lahan menjadi strategi prioritas utama dalam rangka pengembangkan sektor
industri pertanian. Lokasi pelaksanaan program pengembangan industri pertanian
di Kecamatan Margomulyo, Kalitidu, dan Kedungadem dengan jarak cluster
sebesar 1,09, 0,82, dan 1,05. Penelitian ini memberikan usulan sistematika dalam
penyusunan roadmap berdasarkan metodologi ilmiah.

Bojonegoro is one of the districts in east java which becomes district of
producing oil and gas, and it is one of the biggest in Indonesia. That resource has
a major impact on regional income which is reflected in the Gross Domestic
Product (GDP). This study aims to provide a mainstay industry development
roadmap as an input for the government in implementing the Regional Mediumterm
Development Plan (RPJMD) Bojonegoro district by considering 27 subdistrict
data from 2011 to 2014. Multivariate and AHP method approach in this
research. Regression modeling is used to determine the influential industry to
GDP as the basis for program preparation of roadmap strategy. This research
also use clustering method and spatial dependency to determine the potential
regions of the development industry, and Analysis Hierarchy Process (AHP) is
used to determine prioritization and time schedule of the roadmap. The roadmap
that had been built shows that the sector industry that statistically significant to
GDP is the mining industry, agricultural, production of fish, manufacturing, and
trade with each chi-square of the parameter is greater than 9,82. The research
also found that the main priority industries in Bojonegoro are an agricultural
sector with weight value is 29%. Roadmap table had been built as the result of
this research. It showed that the optimization utility land used as the prior priority
strategy of Agricultural's program. Implementation of agricultural program in
sub-districts Margomulyo, Kalitidu, and Kedungadem based on the distance of
cluster is 1,09, 0,82, and 1,05. This research suggested a new approach to
arranging mainstay industry based on scientific methodology.
