Abstract

Kota Surabaya merupakan kota metropolitan yang berada di pesisir utara pulau Jawa bagian Timur dimana wilayah pesisir sangat rentan terhadap bahaya rob akibat kenaikan permukaan air laut. Hal ini dapat menimbulkan kerugian sehingga diperlukan upaya adaptasi bencana di wilayah pesisir Kota Surabaya. Maka penelitian ini bertujuan untuk merumuskan upaya adaptasi bencana banjir rob akibat kenaikan muka air laut untuk Kota Surabaya. Penelitian ini dilakukan dengan tiga aspek penelitian yaitu aspek teknis, ekonomi dan lingkungan. Pada aspek teknis menganalisis paparan kerentanan menggunakan program ArcGIS dengan mengolah data kenaikan muka air laut yang di overlay dengan peta tata guna lahan, kontur dan administratif Kota Surabaya. Kriteria kerentanan dilihat berdasarkan luas wilayah tergenang dan tinggi genangan tiap kelurahan dengan hasil berupa peta kerentanan wilayah pesisir Kota Surabaya. Aspek ekonomi menganalisis kerugian ekonomi dari wilayah terkena dampak rob kenaikan muka air laut dengan menghitung dari biaya kerusakan lahan per satuan luas. Hasil dari analisis pada aspek lingkungan adalah beberapa alternatif/skenario adaptasi dan pemilihan strategi adaptasi pada Wilayah Pesisir Kota Surabaya. Kerugian Ekonomi lahan tambak bandeng sebesar 3,13 triliun rupiah; kerugian ekonomi lahan tambak udang windu sebesar 207 milyar rupiah, kerugian ekonomi lahan pemukiman sebesar 94 milyar rupiah; dan kerugian jalan sebesar 4 milyar rupiah. Upaya adaptasi untuk lahan tambak terkena genangan adalah pengembangan kawasan hutan mangrove dan pembangunan tanggul, sedangkan untuk lahan pemukiman upaya adaptasi berupa pembangunan tanggul, pembangunan pintu air beserta rumah pompa, dan merenovasi rumah menjadi rumah panggung. ========================================================== Surabaya is a metropolitan city located in the northen part of East Java, the coastal region is vulnerable to coastal flood as the impact of sea level rise. This can result in losses so that be required adaptation of disaster in the coastal area of Surabaya. This study purpose to define adaptation tidal floods due to sea level rise for Surabaya. This research was conducted with three aspects of the research, among others technical, economic and environmental. On the technical aspects of analyzing exposure to vulnerabilities using ArcGIS program by processing the data of sea level rise that is overlaid with land use maps, contour and administrative Surabaya. Criteria vulnerability seen by area were flooded and water level inundation each affected area illustrated in the form of a map the coastal vulnerability Surabaya City. Analyze the economic aspects of the economic losses affected areas rob sea level rise by calculating the cost per unit area of land degradation. The results of the analysis on the environmental aspects are several alternative / adaptation scenarios and selection of adaptation strategies in the coastal area of Surabaya. Region were flooded when sea levels by an average of 2870.63 ha (9% of the city of Surabaya). Region were flooded when the tide high of 7263.63 ha (22% of the city of Surabaya). Region were flooded when the tide being almost three times larger than the area were flooded when sea level on average. Economic losses milkfish pond area of 3,13 triliun rupiahs; economic loss shrimp pond area of 207 milyar rupiahs, residential land economic losses amounted to 94 milyar rupiahs; and a road loss amounted to 4 milyar rupiahs.
