Abstract

Tak bisa dipungkiri kemajuan kota dalam pembangunan sangat pesat pada saat ini. Gedung,
perumahan dan fasilitas yang menyokong kemajuan dalam sisi ekonomi maupun hal hal lain yang
berhubungan dengan kota terus dikembangkan. Dan tidak dapat dipungkiri juga banyak pembangunan
infrastruktur yang melanggar aturan tata kota yang berlaku demi meraup keuntungan dalam
sektor ekonomi demi kemajuan kota tersebut tanpa memperdulikan sisi lain dari kebutuhan kota.
pembangunan semacam ini bias juga menimbulkan masalah baru seperti kemacetan, stress, banjir,
dll. Sedangkan pembangunan infrastruktur ini tidak dimbangi dengan pengadaan RTH dan malah
melanggar alokasi peruntukan RTH yang mana bisa menjadi solusi dari permasalahan yang
dihasilkan dari pembangunan yang tak terkontrol dan melanggar aturan. Hal ini ada karena kurang
sadar akan pentingya RTH dan sisi lain fungsi RTH selain untuk penghijauan.
Taman kota merupakan satu bentuk ruang publik terbuka hijau yang banyak digunakan oleh
masyarakat untuk melakukan berbagai macam aktivitas mulai rekreasi, olahraga maupun aktivitas
yang bersifat pasif lainnya. Dari Standar Ruang publik yang baik maka taman sebagai ruang publik
juga harus memiliki standar taman pada masa ini. Hal ini karena keberadaan ruang terbuka hijau
seperti taman kota sangat dibutuhkan oleh masyarakat yang setiap harinya beraktivitas penuh untuk
melepas penat.
Namun fungsi taman sebagai pelepas penat dalam kota tidak lagi ditemukan di laun alun kota
Malang, yang makin ramai dengan parkir liar dan pedagang liar. Selain itu kondisi keramaian kota
di sekitar alun alun ikut mempengaruhi suasana dalam taman sehingga tidak bisa lagi menikmati
ketenangan dalam taman.
Dengan adanya proposal ini bertujuan mengembalikan fungsi alun alun kota sebagai
ruang publik dan RTH sebagaimana mesti fungsinya dan ikut membantu mengatasi permasalahan di
sekitar alun alun mengenai kemacetan dan parkir liar ini. Dengan pendekatan secara perilaku, diharapkan
perubahan tidak hanya dalam sisi desain namun kebiasan masyarakat kota ketika berada
di dalam taman tanpa mengubah esensi alun alun dan taman kota.

It is undeniable progress in the development of the city very rapidly at this time. Building,
housing and facilities that support the progress in the economy and other things related to the city continue
to be developed. And there is no doubt also a lot of infrastructure development that violates the rules
of city planning that apply to reap profits in the economic sector for the betterment of the city without
considering the other side of town needs. This kind of development bias also create new problems such as
congestion, stress, flooding, etc. While infrastructure development is not dimbangi with the procurement
of green space and even violate the allocation of green space designation which could be the solution of
the problems resulting from uncontrolled development and breaking the rules. It is there because it is less
aware of the importance of green space and the other side RTH function in addition to greening.
City park is a form of green open public space that is widely used by the community to perform
a wide variety of activities ranging recreational, sports and other passive activities. The public
rooms of a good standard, the park as a public space also has a standard of the park at this time. This is
because the presence of green open spaces such as city parks desperately needed by the people who every
day full of activities to unwind.
However, the park functions as a release of fatigue in the city are no longer found in gradually
Malang town square, which is more crowded with illegal parking and illegal traders. In addition the
condition of the city crowd around the main square influence the atmosphere in the park so that it can no
longer enjoy the tranquility in the garden.
With the proposal aims to restore the function of the central square of the city as a public
space and green space as it must function and helped to overcome the problems around the central square
of the congestion and illegal parking. With behavioral approach, expected changes not only in terms of
design, but the habits of the city when people are inside the park without changing the essence of the
main square and the city park.
