Abstract

Indonesia, sebagai negara kepulauan (archipelagic state) menurut
United Nations Convension on the Law of the Sea (UNCLOS) 1982
berhak untuk mengklaim wilayah maritim tertentu yang ditarik dari
garis pangkal yang telah ditetapkan oleh negara tersebut. Seperti
yang telah dijelaskan pada pasal 76 UNCLOS 1982, suatu negara
pantai berhak untuk melakukan pengajuan submisi untuk mengklaim
batas terluar landas kontinen melebihi 200 Mil laut atau yang biasa
disebut dengan Landas Kontinen Ekstensi (Extended Continental
Shelf).
Pengajuan klaim Landas Kontinen Ekstensi (LKE) sebelumnya
harus dilandasi dengan metode yang telah diatur oleh CLCS
(Commission on the Limits of the Continental Shelf) dalam TALOS
(Technical Aspects on the Law of the Sea). Kajian teknis dilakukan
untuk mendukung dasar penarikan batas terluar landas kontinen
ekstensi. Dalam Penelitian ini data yang digunakan adalah data
batimetri global dengan grid per 30 detik dari GEBCO serta data
ketebalan sedimen global dari National Geophysical Data Center
(NGDC). Penarikan batas terluar LKE pada wilayah kajian berikut
ditarik dari kaki lereng Investigator ridge, berdasar asumsi pribadi
bahwa Investigator ridge merupakan kelanjutan alamiah dari
kontinen.

Pada penelitian ini didapatkan hasil dan analisa batas terluar
landas kontinen ekstensi Indonesia di kawasan maritim sebelah barat
daya Pulau Sumatera dengan luas sebesar 131.038,699 km2. Klaim
batas terluar landas kontinen ekstensi di kawasan maritim sebelah
barat daya Pulau Sumatera merupakan hasil dari garis formula
Herdberg (FOS+60 mil laut) karena metode ini dinilai paling
menguntungkan untuk mendapat hasil klaim landas kontinen ekstensi
yang paling luas daripada metode garis Gardiner (1% ketebalan
sedimen).

Indonesia, as an archipelagic country according to the United
Nations Convention on the Law of the Sea (UNCLOS) 1982, is entitled
to claim certain maritime regions that drawn from the set of baselines
by these countries. As mentioned in article 76 of UNCLOS in 1982, a
coastal state has the right to claim the filing of a submission for the
outer limit of the continental shelf exceeding 200 nautical miles or
commonly called the Extended Continental Shelf.
The Submission to claim Extended Continental Shelf (ECS) must
be based on methods that have been regulated by the CLCS
(Commission on the Limits of the Continental Shelf) in the TALOS
(Technical Aspects on the Law of the Sea). Technical study is
performed to support the delineation of the outer limit of the extended
continental shelf. In this study the data that used are the GEBCO
global bathymetric data grid per 30 arc seconds and global sediment
thickness data from the National Geophysical Data Center (NGDC).
The Delineation of the outer limits of Extended Continental Shelf in
area study is drawn from the foot of the slopes of Investigator ridge to
the outer area, with a personal assumptions that the Investigator
ridge is a natural continuation of the continent
In this study, we obtained a result and analysis of the outer limits
of the extended continental shelf of Indonesia in the maritime region

southwest of Sumatra with an area of 131.038,699 km2. The Claim of
outer limits of the extended continental shelf in the maritime region
southwest Sumatra is the result from Herdberg line formula (FOS +
60 nautical miles) because it is considered as the most profitable
method to get the results of the extended continental shelf and the most
extensive claim than using Gardiner line method (1% sediment
thickness).
