Abstract
Pemanfaatan ICT dalam bentuk e-Government menyentuh
seluruh tingkatan mulai dari tingkat kelurahan hingga pusat.
Untuk tingkat kelurahan di Surabaya, aplikasi e-Government
yang digunakan ialah Surabaya Single Window (SSW), e-
Lampid dan e-Health. Agar tujuan dari implementasi e-
Government tersebut dapat tercapai secara maksimal,
pegawai kelurahan itu sendiri, selaku pihak pemberi layanan,
harus dapat menerima implementasi e-Government. Namun,
pada saat ini masih belum diketahui bagaimana penerimaan
e-Government oleh pegawai kelurahan di Surabaya.
Penelitian ini bertujuan untuk mengetahui karakter adopter
pegawai kelurahan dan factor-faktor yang mempengaruhi
keiginannya untuk menggunakan e-Government. Menurut
Roger, dalam teori Innovation Diffusion Theory, terdapat 5
kategori adopter individu atau kelompok terkait suatu inovasi
dan menurut model Unified Theory of Acceptance and Use of
Technology (UTAUT), terdapat 4 konstruktor yang
mempengaruhi keinginan pengguna dalam menerima suatu
inovasi. Kuesioner diberikan kepada pegawai kelurahan untuk
mengetahui karakternya terkait inovasi e-Government
berdasarkan teori Innovation Diffusion Theory dan faktor apa

saja yang mempengaruhi keinginannya untuk menggunakan e-
Government tersebut berdasarkan model UTAUT.
Hasil yang diharapkan dari penelitian ini adalah diketahuinya faktor
apa yang mempengaruhi penerimaan e-Government dan kategori
adopter pegawai kelurahan menurut teori Innovation Diffusion
Theory. Diharapkan tujuan implementasi e-Government pada
layanan umum yang diberikan dapat tercapai secara maksimal
sehingga dapat meningkatkan mutu dan kualitas layanan yang
diberikan.

The using of ICT in e-government touchs every government’s
levels start form district level to capital level. For dictrict level
in Surabaya, e-government applications are Surabaya Single
Window (SSW), e-Lampid and e-Health. In order to the
purpose of implementation of e-Government be reached
maximum, district’s employees as the provider of the services,
must be able to accept the implementation of e-Government.
However, nowadays we still don’t know how the acceptance of
e-Government by district’s employee in Surabaya
This study aims to determine the character of the district’s
employee and factors affecting their intention to use e-
Government. According to Roger, in theory Innovation
Diffusion Theory, there are five categories of individuals or
group adopter about an innovation and according to the
model of the Unified Theory of Acceptance and Use of
Technology (UTAUT), there are four constructors that affect
the user’s intention to use an innovation. The questionnaire
given to district’s employees to study their characters about
innovation of e-Government based on the theory Innovation
Diffusion Theory and the factors that affect their intention to
use e-Government is based on UTAUT model.
The expected outcome of this study is knowing what factors

affect the acceptance of e-Government and categories of
district adopter’s employee. Expected purpose of
implementation of e-Government in the public service
provided can be reached maximum so as to improve the
quality of services provided.
