Abstract

Salah satu prosedur dalam pembangunan sebuah fasilitas publik adalah pemilihan lokasi. Pemerintah Kabupaten Lamongan telah menetapkan pembangunan balai latihan kerja (BLK) Kabupaten Lamongan di Jl Jaksa Agung Suprapto, namun problem yang muncul adalah apakah proses pengambilan keputusan penentuan lokasi pembangunan tersebut sudah tepat atau belum. Penelitian ini bermaksud untuk melakukan kajian terhadap proses pengambilan keputusan yang mana Pendekatan penelitian dilakukan dengan menggunakan metode AHP. Penggunaan metode AHP mengarahkan peneliti untuk membuat struktur yang terdiri dari tujuan, kriteria, dan alternatif. Selain itu metode AHP tidak melibatkan banyak orang melainkan melibatkan orang ahli dalam pembuatan keputusan. Dari penelitian yang telah dilakukan, didapatkan 9 kriteria pemilihan lokasi pembangunan fasilitas publik atau pemerintahan dengan bobot masing-masing yakni tata ruang wilayah (TRW) sebesar 0,263, ketersediaan jaringan listrik dan air (KJL) sebesar 0,244, Potensi bencana (PBE) sebesar 0,126, kondisi lahan (KOL) sebesar 0,078, luas lahan (LUL) sebesar 0,074, ketersediaan jaringan jalan (KJJ) sebesar 0,029, kepadatan penduduk (KP) sebesar 0,017, tingkat penerimaan penduduk (TPP) sebesar 0,037 dan ketersediaan lahan (KEL) sebesar 0,131. Dari perhitungan AHP didapatkan skor untuk tiap alternatif lokasi yakni lokasi Jl. Jaksa Agung Suprapto sebesar 0,610, lokasi Jl. Sumargo Tlogoanyar sebesar 0,173, dan lokasi Jl. Pahlawan sebesar 0,217. lokasi Jl. Jaksa Agung Suprapto merupakan lokasi dengan skor terbesar, sehingga lokasi tersebut merupakan lokasi terbaik untuk pembangunan balai latihan kerja kabupaten Lamongan.

One procedure in the construction of public facilities is a location selection. The Lamongan district government has set up the construction of the Lamongan district job training center (BLK) on Jl. Jaksa Agung Suprapto, but the problem that arises is whether the decision making process for determining the construction location is correct or not. This research intends to conduct a study of the decision making process in which the research approach is done using the AHP method. The use of the AHP method directs the researcher to create a structure consisting of goals, criteria, and alternatives. In addition, the AHP method does not involve many people but involves experts for decision making process. From the research that has been done, there are 9 criteria for selecting the location of public facilities with respective weight value i.e spatial layout (TRW) of 0,263, electricity and water network availability (KJL) of 0,244, disaster potential (PBE) of 0,126, land condition (KOL) of 0,078, land area (LUL) of 0,074, road network availability (KJJ) of 0,029, population density (KP) of 0,017, population acceptance rate (TPP) of 0,037 and land availability (KEL) of 0,131. From the AHP calculation, scores have been obtained for each alternative location, i.e. location of Jl. Jaksa Agung Suprapto with a value of 0,610, location of Jl. Sumargo Tlogoanyar with a value of 0,173, and location of Jl. pahlawan with a value of 0,217. Jl. Jaksa Agung Suprapto is the location with the largest score, so that it is the best location for the construction of the Lamongan district job training center (BLK).
