Abstract
Dalam sistem suplai dan distribusi LPG, total target, frekuensi injeksi
kapal, jumlah truk, dan pengaturan tangki memiliki hubungan yang kuat untuk
mencapai performansi harian. Penerimaan suplai berasal dari hasil produksi kilang
dan injeksi kapal. Sedangkan, distribusi dilakukan ke SP(P)BE/agen melalui jalur
kilang dan jalur depot. Produk yang disalurkan berupa unit curah dan unit tabung.
Namun, penyaluran LPG dari kilang memiliki berbagai permasalahan operasional.
Oleh karena itu, jalur penyaluran LPG dari kilang akan ditutup dan semua
pendistribusian dialihkan ke depot. Dalam penelitian ini dilakukan pencarian
kombinasi terbaik antara pengaturan total DOT (Daily of Throughput), frekuensi
injeksi kapal, jumlah truk, dan waktu suplai distribusi. Hal ini bertujuan untuk
meningkatkan penyaluran LPG di Depot Balongan serta melihat kemampuan
maksimum tangki.
Penelitian ini mengembangkan model simulasi yang meniru aktivitas
suplai dan distribusi dengan menggunakan software ARENA. Simulasi dilakukan
untuk meniru kondisi eksisting terlebih dahulu untuk melihat bottleneck yang
terjadi. Pada kondisi eksisting terlihat bahwa pengaturan penggunaan tangki
belum maksimal sehingga menyebabkan stok rendah dan lifting harian tidak
seimbang untuk tiap unit yang disalurkan. Beberapa skenario hasil pengembangan
total DOT, frekuensi injeksi kapal, dan jumlah truk akan dikembangkan untuk
mengatasi bottleneck yang ada. Setiap skenario dievaluasi nilai performansi lifting
dan utilisasi tangki. Hasil penelitian menunjukkan bahwa hampir seluruh skenario
yang dikembangkan memiliki dampak signifikan terhadap kondisi eksisting.
Skenario terpilih ialah skenario yang berada dalam garis frontier dan memiliki
nilai performansi tinggi.

In the LPG supply and distribution system, the daily target, frequency of
vessel injection, number of trucks, and utilization of tank are interrelated to
achieve daily performances. Supply comes from the refinery production and
vessel injection. Meanwhile, distribution LPG to customers is done through the
refinery unit and depot. The type of LPG that delivered is bulk and tube.
However, the distribution of LPG from refinery unit has many operational issues.
Therefore, distribution route from refinery unit will be closed and transferred to
the depot. In this paper, the best combination between the daily target, frequency
of vessel injection, number of trucks, distribution and supply time are
investigated. The objective is to improve daily performances and obtain maximum
tank capability.
This research develops a simulation model that mimics supply and
distribution activity of LPG using ARENA software. The simulation conducts to
replicate the existing condition and find the bottleneck. Existing condition shows
that the utilization of tank is not maximized. The daily lifting is unbalanced for
each type products and tank has low inventory. Several numbers of scenario
related to daily target as well as frequency of vessel injection and number of
trucks are then developed to fix the existing bottleneck. Each scenario is evaluated
in terms of lifting performance and tank utilization. The results shows that almost
all scenarios developed have significant impacts on the existing condition. The
scenario that is closer to the frontier curve and has a high performance value will
be selected.
