Abstract

Industri penerbangan komersial di Indonesia terus meningkat diikuti dengan meningkatnya jumlah armada pesawat tiap maskapai. Sebagai pemain industri maintenance, repair, overhaul (MRO), hal tersebut merupakan peluang besar bagi PT GMF AeroAsia. Tetapi PT GMF AeroAsia hanya mampu menyerap 30% dari pasar nasional, sementara 70% perawatan pesawat lainnya dilakukan di luar negeri. Hal ini dikarenakan kapasitas dan kapabilitas perusahaan MRO masih sangat terbatas. Engine Maintenance sebagai salah satu strategic business unit (SBU) mengalami permasalahan dengan perencanaan kapasitas dan kapabilitas yang kurang optimal. Engine Maintenance harus membayar denda besar akibat TAT yang melebihi batas dikarenakan kekurangan manpower yang merupakan salah satu penyebab utama. Oleh karena itu, penelitian ini dilakukan untuk merancang long-termmanpower planning(10 tahun) pada SBU Engine Maintenance dengan memprediksi jumlah shop-visit maintenance event dari data populasi APU untuk Region Asia Pasifik dan data mean time between unschedule removals (MTBUR) untuk mengetahui interval shop-visit. Kemudian dilakukan perhitungan jumlah manhours yang diperlukan dengan menggunakan simulasi Monte Carlo untuk mengakomodir variabilitas waktu proses assy disassy APU dan melakukan perhitungan aggregasi kebutuhan manpower. Terdapat dua skenario yang dibuat, skenario yang pertama adalah memenuhi semua kebutuhan manpower tiap tahun, skenario kedua meratakan jumlah manpower yang bervariasi. Dengan merencanakan jumlah manpower yang tepat, diharapkan proses bisnis perusahaan akan berjalan dengan lancar dan dengan total biaya yang minimal. Skenario kedua memberikan alternatif total biaya rendah sejumlah Rp 17.945.404.432dengan utilitas yang tinggi. ================================================================================================ Commercial aviation industry in Indonesia continues to increase as well as the increasing number of planes each airline. As a maintenance, repair, overhaul (MRO) industry, that thing is a big opportunity for PT GMF AeroAsia. However, PT GMF AeroAsia can only absorb 30% from national market, while 70% more aircraft maintenance done overseas. This is because the capacity and capability of MRO Company is still very limited. Engine Maintenance as one of the strategic business unit (SBU) have a problem with the planning capacity and capability which are less than optimal.Engine Maintenance must pay large fines due to TAT that exceed the limit due to shortage of manpower which is one of the main causes.Therefore, this study was conducted to design a long-term (10 years) manpower planning at the SBU Engine Maintenance by predicting the number of shop-visit event maintenance of APU population data for Asia Pacific Region and by using data of mean time between unschedule removals (MTBUR) to determine the shop-visit interval. Then, calculate the number of manhours required using a monte carlo simulationto accommodate variability in process time ofAPU assy disassy and perform aggregation calculation of manpower needs. There are two scenarios were created, the first scenario is to meet all the needs of manpower every year, the second scenario is to make the number of varying manpower to be almost uniform. By doing proper planning the amount of manpower, hope that the business processes of the company will run smoothly with minimal total costs. The second scenario provides a low total cost alternative with the ammount of cost is Rp 17.945.404.432 and high utilization.
