Abstract

Perkembangan industri global yang semakin menguat membuat jasa pengangkutan kargo semakin berkembang, terutama kargo udara. Hal tersebut merupakan peluang bagi pelaku industri kargo udara (Shippers, Carriers, dan Freight Forwarders) untuk mengoptimalkan pendapatannya. Sistem pengelolaan pendapatan kargo udara yang lebih kompleks daripada pesawat penumpang membuat terdapat berbagai macam jenis kontrak yang berusaha memenuhi kebutuhan Carriers dan Freight Forwarders dari segi pengelolaan pendapatannya. Freight Forwarders yang mengalami ketidakpastian demand dari Shippers serta keengganan untuk terikat dalam kontrak serta Carriers yang berkehendak mengoptimalikan utilitas ruang kargonya membuat munculnya penelitian tentang kontrak Capacity-Options, kontrak yang memungkian terjadinya fleksibilitas dalam hal penyewaan ruang kargo, oleh Hellermann (2006). Dalam penelitiannya, Hellerman membandingkan kontrak Capacity- Options dengan Bid Market yang hasilnya penggunaan kontrak Capacity-Options jauh lebih menguntungkan bagi kedua belah pihak. Pada penelitian ini dilakukan analisis terhadap kebijakan penerapan kontrak Capacity-Options dengan menggunakan sistem dinamik untuk mengetahui kebijakan penerapan seperti apa yang perlu dilakukan sehingga Capacity-Options mampu menguntungkan kedua belah pihak baik Carriers maupun Freight Forwarders. Variabel respon yang digunakan sebagai acuan penilaian skenario-skenario kebijakan yang dibuat adalah pendapatan Carriers, pendapatan Freight Forwarders, tingkat utilitas kargo, jumlah cancellations, jumlah offloads, serta jumlah kapasitas tidak digunakan. Hasil dari penelitian ini berupa rekomendasi skenario kebijakan terbaik yang mengakomodasi kebutuhan Carriers dan Freight Forwarders. ============================================================================================ The development of global industries that strengthened every year makes cargo industry grow rapidly, especially for air cargo industry. It is an opportunity for air cargo industry stakeholders (Shippers, Carriers, and Freight Forwarders) to optimize their revenue. The revenue management system of air cargo is more complex than air passenger which makes there are several types of contracts that trying to meet the needs of Carriers and Freight Forwarders. On the daily basis, Freight Forwarders encounter the uncertainty demand from shipper so they feel reluctant to get tied by contracts, but in the other side Carriers need to optimize their cargo space utility. That conflicted situation created a research written by Hellermann (2006) about Capacity-Options contract, a kind of contract that brings through flexibility in cargo space lease. In his research, Hellerman compared Capacity-Options contract with Bid Market contract, which its result showed that Capacity-Options contract was much more beneficial for both parties, Carriers and Freight Forwarders. In this research, there would be conducted an analysis about Capacity-Options contract implementation policies using system dynamics to find out what kind of policies that should be done in order to be profitable for both Carriers and Freight Forwarders. The response variables that used as the indicators for policies scenarios assessment are Carriers revenue, Freight Forwarders revenue, the rate of cargo space utility, the amount of cancellations, the amount of offloads, and the amount of unused capacities. The result from this research is a recommendation of the best policies scenario that could accommodate Carriers and Freight Forwarders needs.
