Abstract
Kontrak berbasis kinerja atau Performance Based Contract adalah jenis
kontrak yang akan diberlakukan pemerintah untuk menjaga kualitas dan bentuk
efisiensi terhadap anggaran dalam penyelenggaraan infrastruktur jalan di
Indonesia. Performance Based Contract merupakan jenis kontrak baru dengan
tahap berdasarkan Design-Procurement-Build-Operation-Maintain. Dari beberapa
penelitian diketahui adanya variabel yang terjadi pada tiap tahap pada
Performance Based Contract menyebabkan terjadinya risiko yang berbeda-beda
pada kontraktor.
Penggunaan Interpretive Structural Modeling sebagai teknik analisis atau
alat untuk identifikasi hubungan kompleks antar kelompok berdasarkan struktural
pada suatu sistem. Interpretive Structural Modeling digunakan untuk mengetahui
hubungan variabel risiko pada tiap tahap Performance Based Contract sehingga
dapat dimodelkan dengan model grafis dan model kalimat dari tiap elemen dan
sub elemen Performance Based Contract. Variabel dimodelkan dengan
Interpretive Structural Modeling dimulai dengan pengambilan data serta
pengisian kuesioner dan wawancara. Pengolahan data, hasil pengolahan data yang
berhubungan diklasifikasi dan menempati level pada model yang menggambarkan
hubungan antar variabel pada tahap Performance Based Contract.
Hasil penelitian dari penggunaan Interpretive Structural Modeling adalah
variabel gangguan dari lingkungan sekitar sebagai variabel kunci dan menempatkan
anggaran proyek sebagai variabel risiko dengan level tertinggi pada Performance
Based Contract. Variabel anggaran proyek sebagai risiko paling tinggi dan
memiliki keterkaitan yang tinggi untuk saling mempengaruhi variabel risiko yang
lain pada proyek jalan Bojonegoro-Padangan.

Performance Based Contract is a kind of contract that will be impose by
the government to maintain the quality and efficiency of the budget form, for the
implementation of road infrastructure in Indonesia. Performance Based Contract is
a kind of a new contract with Design-Procurement-Build-Operation-Maintain stage.
From several studies know some variables occure at each stage of the Performance
Based Contract that cause different risks to the contractor.
Interpretive Structural Modeling used as an analytical technique or tool for
identifying complex relationships between groups based on a structural system.
Interpretive Structural Modeling used to investigate the relationship risk variables
at each stage of the Performance Based Contract so it could be modeled with
graphical models and sentences models of each element and sub Performance Based
Contract elements. Variables that would be modeled by Interpretive Structural
Modeling was started with, data retrieval with questionnaires and interviews.
subsequent processing of the data, the data processing related to classified and
occupy level on a model that describes the relationship between variables at this
stage of the Performance Based Contract.
The analysis results showed that disturbance of the environment variable
as a key variables, and put the project budget as variables that influenced all stages
of the Performance Based Contract. Project budget as the most influenced risk with
the ability to influenced high risk, and had a high exposured risk variables that affect
each other in Bojonegoro-Padangan road project
