Abstract
Semakin tingginya kebutuhan masyarakat akan infrastruktur pemerintahan
terutama jalan, membuat pemerintah semakin gencar melakukan pembangunan
infrastruktur. Akan tetapi semakin terbatasnya anggaran penyelenggaraan
konstruksi pemerintah dan adanya perbedaan kepentingan antara pengguna jasa
dan penyedia jasa, menimbulkan berbagai risiko dalam pembangunan. Adanya
bentuk pengadaan dan kontrak yang mendekatkan tujuan pengguna dan penyedia
jasa dengan skema pembagian risiko yang adil dan proposional, merupakan salah
satu solusi. Hal ini akan membuat Life-cycle cost yang lebih rendah dan risiko
yang terkelola dengan baik. Dalam hal kontrak juga harus berdasarkan
pembayaran pada pemenuhan indikator kinerja minimum. Salah satu jenis
kontraknya adalah Performance Based Contract (PBC).
Penelitian ini bertujuan untuk mengidentifikasi variabel yang berpengaruh
dan memodelkan risiko biaya antar tahapan pada PBC serta merumuskan
beberapa skenario untuk alternatif kebijakan pada proyek jalan Bojonegoro-
Padangan. Pengumpulan data didapat dari hasil survey yang respondennya terdiri
dari pihak pemerintah dan pihak kontraktor. Metode yang akan digunakan untuk
memodelkan dan manganalisis risiko performance based contract adalah system
dynamics. System dynamics framework memberikan beberapa fasilitas untuk
mengembangkan skenario untuk menganalisis dan meminimalkan risiko.
Dari hasil analisis didapatkan variabel-variabel risiko yang berpengaruh
pada proyek jalan Bojonegoro-Padangan. Terdapat 4 variabel pada tahap desain, 4
variabel pada tahap pengadaan, 6 variabel pada tahap konstruksi dan 5 variabel
pada tahap pemeliharaan. Dari hasil pemodelan terdapat beberapa alternatif
kebijakan yang dimodelkan dalam skenario parameter dan skenario struktur,
tergantung pada tujuan proyek apakah untuk mempercepat proyek ataukah untuk
menerapkan sistem kontrak berbasis kinerja secara keseluruhan. Jika untuk
mempercepat durasi proyek selama 6 bulan, terdapat selisih Rp 15.132.172.565
lebih besar dari total biaya awal proyek. Sedangkan untuk pemberian reward jika
proyek jalan Bojonegoro-Padangan menerapkan sistem kontrak berbasis kinerja
yang murni sesuai dengan aturan yang berlaku selisihnya sebesar Rp
1.604.484.843 lebih kecil dari total biaya awal proyek.

The high needs of the community for government infrastructure, especially
roads, make government more incentive to do infrastructure development. However,
the limited budget for the implementation of government construction and there is
divergence of interests between service users and service providers, cause a variety of
risks in development. The presence of procurement and contract that closed the user
destinations and service providers with a fair and proportional risk sharing scheme, is
one solution. This will create a lower Life-cycle costs and the well managed risks. In
a contract must also be based on the payment of fulfillment minimum performance
indicators. One type of its contract is Performance Based Contract (PBC).
This study aimed to identify the variables that effected and modeled the costs
risk between stages in PBC and formulated some scenarios for alternative the policy
on Bojonegoro-Padangan road projects. The data collection were obtained from the
survey that its respondents consisted of the government and the contractor. The
method that would be used to model and analyzed the risk of performance-based
contract was a system dynamics. System dynamics framework provided several
facilities to develop the scenarios to analyze and minimize the risk.
From the analysis result, it was obtained the risk variables that affected
Bojonegoro-Padangan road project. There were 4 variables in the design phase, four
variables at the procurement stage, 6 variables in the construction stage and 5
variables in the maintenance stage. From the results of modeling there were several
alternative policies that were modeled in the parameter scenarios and in the structure
scenarios, depending on the project purpose whether to accelerate the projects or to
implement a performance-based contract system as a whole. If to accelerate the
project duration for 6 months, there was a difference of Rp 15,132,172,565 larger
than total initial cost of the project. Whereas for the awarding reward if Bojonegoro-
Padangan road project implemented a performance-based contract system which was
purely in accordance with the applicable rules of the difference amount to Rp
1,604,484,843 smaller than total initial cost of the project.
