Abstract
Kabupaten Pamekasan sebagai salah satu kabupaten
miskin di Jawa Timur membutuhkan suatu penggerak perekonomian
lokal. Batik yang merupakan salah satu ciri khas lokal Kabupaten
Pamekasan adalah salah satu potensi yang dapat diandalkan untuk
mendorong kesejahteraan masyarakat dan pertumbuhan ekonomi
wilayah. Akan tetapi, kondisi infrastruktur, kelembagaan, dan sistem
produksi yang terdiri dari SDM dan teknologi menjadi kendala
berkembangnya industri batik di Kabupaten Pamekasan. Oleh
karena itu, penelitian ini bertujuan menentukan arahan yang tepat
untuk mengembangkan industri batik di Kabupaten Pamekasan.
Penelitian ini menggunakan pendekatan Local Economic
Development. Tahapan penelitian ini, yang pertama menentukan
produktivitas pengrajin untuk mengidentifikasi karakteristik industri
batik Pamekasan. Kedua, menganalisis faktor yang mempengaruhi
perkembangan industri batik menggunakan Confirmatory Factor
Analysis. Selanjutnya, melakukan analisis klaster yang kemudian
dikomparasikan dengan karakteristik industri untuk menghasilkan
tipologi industri batik. Dari tipologi yang dihasilkan, disusun arahan
pengembangan industri batik melalui analisis delphi.
Hasil akhir dari penelitian ini adalah 5 tipologi industri
batik. Tipologi 1 terdiri dari Desa Klampar, Toket dan Larangan
Badung. Arahan untuk tipologi 1 ditekankan pada pengembangan
variabel-variabel pada faktor kelembagaan. Tipologi 2 terdiri dari
Desa Panaan dengan arahan pengembangan pada variabel dalam
faktor sistem produksi dan kelembagaan. Tipologi 3 adalah Desa
Angsanah, dimana arahan pengembangan ditekankan pada variabel
dalam faktor kelembagaan. Tipologi 4 adalah DesaKowel, Waru
Barat dan Candi Burung dengan arahan pengembangan pada variabel dalam faktor kelembagaan dan sistem produksi. Desa Rang
Perang Daya, RekKerek, Banyuplle, Pegantenan dan Pagendingan
tergolong dalam tipologi 5. Arahan untuk tipologi 5 adalah
pengembangan variabel-variabel pada faktor sistemproduksi,
infrastruktur dan kelembagaan.

Pamekasan, as it is one of regency in East Java, needs any
support for enhancing local economy. So far, Batik, as one of local
property owned by Pamekasan regency, is one of potential reliable
support to encourage the society’s prosperity and territorial
development. Yet, some of elements can be obstacle. They may come up
from infrastructure, institutional, and producing system in which Human
Resources and Technology be constraint of Pamekasan regency
industrial development. That’s why; this research aims at establishing
any appropriate way of developing batik industry in Pamekasan
regency.
This research used Local Economic Development approach.
The steps of this research were, first, to determine the craftsman
productivity in order to identify the typical batik industry of Pamekasan.
Second, was to analyze any factors influencing batik industrial
development using Confirmatory Factor Analysis. The next after, having
cluster analysis which then was compared with typical industry in order
to obtain batik industrial typology. And of the typology result, the
appropriate way of developing batik industrial was compiled trough
Delphi Analysis.
The final point of this research was 5 typologies of batik
industry. Typology 1 consisted of Klampar village, Toket, and Larangan
Badung. The appropriate way of typology 1 was emphasized on
developing any variables to the institutional factors. Typology 2
consisted of Panaan village with way of developing on the variables of
producing system and institutional. Typology 3 consisted of Angsanah
village which the appropriate way was emphasized on variables of
institutional factors. Typology 4 was Kowel village, Waru Barat and
Candi Burung with focusing on way of developing on variables of
institutional factors and producing system. Rang Perang Daya village,
RekKerek, Banyuplle, Pegantenan, and Pagendingan included on the typology 5 which developing variables on producing system factors,
infrastructures and institutional were emphasized.
