Abstract
Pembangunan Terminal Multipurpose Teluk Lamong merupakan proyek perluasan
Pelabuhan Tanjung Perak di Surabaya yang sudah mengalami overcapacity. Terminal
Teluk Lamong akan menjadi terminal yang ramah lingkungan dengan konsep green port di
Indonesia. Tujuan dari Tugas Akhir ini adalah mengevaluasi kebijakan parameter green
port yang sesuai untuk diterapkan di Indonesia dan menganalisis biaya yang ditimbulkan
dengan adanya penerapan konsep green port. Evaluasi dengan bantuan metode Analitycal
Hierarchy Proces (AHP) menunjukkan parameter konsep green port berbasis kinerja
operasional dan lingkungan. Konsep tersebut menghasilkan konsekuensi perbandingan
biaya operasional, biaya perawatan dan biaya emisi untuk alat bongkar muat yang relatif
lebih murah dengan menggunakan alat elektrik dengan selisih keluaran emisi sebesar 16%.
Biaya operasional dan biaya perawatan untuk truk lebih murah menggunakan truk diesel
sedangkan biaya emisi lebih murah menggunakan truk gas dengan selisih keluaran emisi
sebesar 6%. Sementara untuk biaya bahan bakar dan biaya emisi kapal lebih murah
menggunakan listrik dengan selisih biaya emisi sebesar 18%.

Establishment of Teluk Lamong Multipurpose Terminal is the extending project of
Tanjung Perak Port in Surabaya which is overcapacity-encountered. Teluk Lamong
Terminal is going to be the Indonesian environmentally friendly terminal within green port
concept adopted. This degree Final Year Assigment intends to evaluate the policy of green
port parameter which available to be realized in Indonesia and to analyze the cost that
possibly arisen because of green port implementation. Evaluation which is aided by
method of Analitycal Hierarchy Process (AHP) shows the green port parameter concept
based on operational performance and environment. That sort of concept result the
consequences that operational cost, maintenance cost, and emission cost for cargo hanlind
equipment are relatively cheaper by using electric facilities with the difference of emission
output as 16%. Besides, operational cost and maintenance cost for truck are cheaper by
using gas-fueled truck with the difference of emission output as 6%. While for fuel cost
and emission cost of ship are less expensive by using electric facilities with the difference
of emission cost percentage valued as 18%.
