Abstract

Penerapan teknologi informasi dan komunikasi (ICT) pada bidang
transportasi semakin luas. Pengembangan teknologi ini telah diwadahi oleh ITU:
Intelligent Transport Systems (ITS). ITS berperan untuk memenuhi kebutuhan
efisiensi, keamanan, dan kelancaran lalu lintas. Salah satu penerapan teknologi
ITS di Surabaya sebagai fungsi diseminasi informasi—seperti: informasi
kepadatan lalu lintas, tempat parkir atau pengumuman perda baru—bagi
pengguna jalan adalah Variable Message Signs berjenis LED (LED-VMS), yang
lebih umum dikenal dengan billboard elektronik.
Dari fungsinya yang diunggulkan, VMS (billboard elektronik) dianggap
memberikan masalah terkait pencahayaan dan penempatan yang dapat memberi
dampak pada keamanan pengendara, dan pengaruhnya terhadap kesehatan.
Oleh karena itu, perlu dilakukan penelitian untuk mengetahui karakteristik
pencahayaan di tempat-tempat yang terpasang billboard elektronik dengan
mengukur illuminance secara horizontal dan vertikal dengan mengambil sampel
sebanyak 24 titik.
Hasil analisa menunjukkan bahwa 44 % (horizontal) dan 36% (vertikal)
nilai-nilai illuminance dari billboard elektronik memenuhi standar (DIN 5035 dan
EN 12464-2:2007). Dengan adanya rekomendasi pada bagian akhir analisa
penelitian ini, diharapkan dapat memberi masukan bagi pemerintah Kota
Surabaya dan Kementrian Perhubungan untuk merancang regulasi pencahayaan
VMS (billboard elektronik).

Application of Information and Communication Technology (ICT) of
transportation has been extended. The development is arranged by ITU:
Intelligent Transport Systems (ITS). ITS play a role to satisfy efficiency,
safety, and reducing congestion on highways. A subsystem of ITS which
is applied to disseminate information to passagers is Variable Message
Signs (VMS). In Surabaya, electronic billboard is the most applicable as
the LED-VMS (Light Emitting Diodes-VMS) technology.
As the advantages of VMS (electronic billboards), this subsystem
leads exposure (illumination) and placement issues. Those issues may
disturb passagers, cause accident, and relieve safety.
Therefore, this research aim is to analyze the characteristic of the
illuminance in the highways where the electronic billboards installed. The
parameter is illuminance which is measured facing towards electronic
billboards horizontally and vertically by taking 24 samples of electronic
billboards.
The results show that 44% (horizontally) and 36% (vertically) of the
illuminance values of electronic billboards in Surabaya are satisfying to
the standard (DIN 5035 dan EN 12464-2:2007). Thus, the recommendation
based on this research is offered to the government (Surabaya) to devise
an illumination of VMS (electronic billboards) regulation.
