Abstract

Potensi produksi kedelai di Kabupaten Jember terus mengalami
peningkatan setiap tahunnya baik kedelai lokal maupun kedelai
edamame. Kedelai edamame yang dihasilkan Kabupaten Jember telah
menembus pasar ekspor. Namun sistem pengolahan yang ada masih
kurang maksimal antara kegiatan pertanian dan industri. Sehingga
diperlukan upaya peningkatan nilai tambah sesuai dengan potensi
wilayah Kabupaten Jember.
Penelitian ini dilakukan untuk merumuskan arahan
pengembangan sentra agroindustri berbasis komoditas kedelai di
Kabupaten Jember. Metode Location Quotient dan Shift Share
digunakan untuk menentukan kecamatan yang memiliki komoditas
kedelai unggulan. Teknik Delphi digunakan untuk menganalisis faktorfaktor
yang mempengaruhi pengembangan agroindustri. Teknik
Analytical Hierarchy Process digunakan untuk menentukan kecamatan
yang menjadi sentra agroindustri. Selanjutnya perumusan arahan
pengembangan sentra agroindustri komoditas kedelai di Kabupaten
Jember menggunakan teknik Delphi.
Hasil penelitian menunjukkan kecamatan Rambipuji menjadi
sentra agroindustri berbasis komoditas kedelai lokal. Sedangkan sentra
agroindustri komoditas kedelai edamame ialah Kecamatan Mumbulsari.
Arahan pengembangan pada sentra agroindustri kedelai lokal meliputi
(a) pengembangan sarana pemasaran dan perdagangan hasil pertanian;
(b) promosi investasi agroindustri kedelai; dan (c) peningkatan
penerapan teknologi untuk menunjang kegiatan pertanian dan pasca
panen. Sedangkan arahan pengembangan pada sentra agroindustri
kedelai edamame yaitu (a) pengembangan pelatihan dan pemberdayaan
berbasis pertanian pasca panen; (b) potensi edamame agar dapat
menarik investor dalam melakukan kerjasama; (c) teknologi didukung

penerapan standar manajemen mutu untuk menjaga kualitas produk;
dan (d) kelembagaan melalui program yang mendukung pengembangan
agroindustri kedelai.

Potential Soybean production in Jember district continues to
increase every year for both local soybeans and edamame soybeans.
Edamame soybeans produced in Jember have penetrated the export
market. However, the existing treatment system is still less than the
maximum between agricultural and industrial activities. Thus necessary
efforts are needed to increase the added value in accordance with the
potential of Jember District.
This study was conducted to formulate the direction of the
development of commodity-based agro-industrial centers of soybean in
Jember. Method Location Quotient and Shift Share used to determine
district that has soybean seed. Delphi technique is used to analyze the
factors that influenced the development of agro-industries. Analytical
Hierarchy Process technique used to determine districts to be the
centrer of agro-industries. Furthermore, the formulation to direction the
development of agro-industrial centers of soybean in Jember uses the
Delphi technique.
The results showed that Rambipuji districts became centers of
agro-industry commodity-based local soybean. While the agro-industrial
centers of edamame soybean went tothe the Umbulsari district. The
direction for development of the agro-industrial centers of the local
soybean covers (a) the development of marketing and trade of
agricultural products; (b) investment promotion in soybeans agroindustry;
and (c) to increase the application of technology in supporting
agriculture and post-harvest activities. While the direction for the
development of the agro-industrial centers namely soy edamame are (a)
the development of farm-based training and empowerment of postharvest;
(b) potential edamame in order to attract investors in the
partnership; (c) technology development supported by the

implementation of quality management standards to maintain the
products’ quality; and (d) institutional development through programs
that support the development of agro-industries soybeans.
