Abstract
Indonesia sebagai negara berkembang saat ini sedang
mengembangkan diri agar tidak dianggap ketinggalan jaman.
Teknologi seperti e-government itu sendiri sudah mulai
dikembangkan di berbagai daerah di tanah air. Surabaya,
misalnya, yang dianggap sebagai panutan atau kiblat dalam hal egovernment
ini telah memulai mengembangkan banyak sistem
untuk keperluan Pemerintah Kota Surabaya. Sistem-sistem seperti
e-Procurement, e-Project, dan e-Budgeting, misalnya, saat ini
dalam proses sosialisasi ke berbagai pengguna di dalam
Pemerintah Kota Surabaya itu sendiri.
Salah satu media atau sistem yang terkait dengan e-government,
yang mana telah dikembangkan, adalah E-Sapawarga. ESapawarga
adalah wadah yang diberikan oleh Pemerintah Kota
Surabaya untuk menampung segala aspirasi dari masyarakat
Surabaya. Sistem yang pertama kali diperkenalkan oleh Walikota
Surabaya Tri Rismaharini pada SESINDO 2010 ini awalnya
dinamakan e-RT/RW dan ber-domain-kan http://sapawarga.org/.
Karena nama tersebut hanya terbatas pada RT/RW saja, maka selanjutnya diubah menjadi E-Sapawarga. Saat ini, E-Sapawarga
dapat diakses di halaman http://sapawarga.surabaya.go.id/.
Saat ini e-Sapawarga masih belum dikenal secara luas oleh
masyarakat Surabaya. Hal ini disebabkan karena beberapa
masalah seperti proses registrasi yang menghabiskan waktu yang
tidak sebentar. Berdasarkan masalah ini, penelitian mengenai
kesuksesan sistem akan dilakukan untuk mengetahui sejauh mana
keberhasilan atau kesuksesan E-Sapawarga yang telah berjalan
dilihat dari sudut pandang penggunanya.
Penelitian mengenai kesuksesan sistem ini memakai Information
Systems Success Model (ISSM) sebagai pengukur kesuksesan
secara tidak langsung. Structural Equation Modelling (SEM)
digunakan untuk mengukur variabel-variabel yang terdapat dalam
model ISSM. SEM ini juga digunakan dalam mengolah data
kuesioner 45 pengguna E-Sapawarga Pemerintah Kota Surabaya.
Hasil dari penelitian ini menunjukkan bahwa sistem E-Sapawarga
yang telah diterapkan Pemerintah Kota Surabaya dinyatakan
berhasil berdasarkan sudut pandang User. Selain itu, sistem ESapawarga
dianggap belum mendatangkan manfaat bagi User.
Hipotesis-hipotesis yang dibangun tidak semuanya terpenuhi
seperti H2, H3, dan H5. Rekomendasi-rekomendasi yang diberikan
berdasarkan pengujian dalam penelitian ini dapat digunakan
untuk perbaikan dan penelitian di masa mendatang.

Indonesia as a developing country, is progressing itself in order to
keep pace with the ever-moving technology. One type of
technology, the e-government, has been implemented in some areas
in our country. Surabaya, for example, that is considered as a
model of e-government, has already developed many systems in the
Surabaya Municipality. Among them are the e-Procurement, e-
Project, and e-Budgeting. Right now they are being socialized
among the users in the municipality.
One system that has to do with e-government is an e-Sapawarga,
which has been developed. This e-Sapawarga is to hold all the
aspirations of the Surabaya people. This system was first
introduced by the Mayor of Surabaya Tri Rismaharini at
SESINDO 2010, and was formerly called e-RT / RW and its website
was http://sapawarga.org/. Because the name is limited to RT /
RW, so it was changed to e-Sapawarga. Currently, e-Sapawarga
can be accessed on the page http://sapawarga.surabaya.go.id/.
At the moment this e-Sapawarga hasn’t been widely known by the
people of Surabaya. This is due to several problems such as the
publication and dissemination. Based on these problems, research
on the success of the system will be carried out to determine the extent of success or the success of E-Sapawarga who has been
running from the perspective of users.
The research on how successful this system is uses the Information
Systems Success Model (ISSM) as an indirect measure of success.
Structural Equation Modeling (SEM) was used to measure the
variables included in the model ISSM. SEM is also used in
processing the data taken from the questionnaire given to 51 ESapawarga
users.
The results of this research shows that the E-Sapawarga is
considered successful as observed from the user’s point of view.
On the other hand, this system hasn’t shown any significant
benefits for users. Not all the hypotheses that arise from this
research are valid; such as H2, H3, H5, H8. The recommendations
that are proposes based on the results of the tests for the research
may be of some help for future purposes.
