Abstract

Pulau Lombok mengalami kenaikan konsumsi energi listrik. Untuk memenuhi
kebutuhan listrik di Pulau Lombok, pemerintah melalui PT PLN (persero) menggunakan
PLTD (Pembangkit Listrik Tenaga Diesel). Permasalahan yang muncul adalah biaya
operasional PLTD menjadi sangat besar, apalagi jika beban puncak pada jam tertentu.
Berdasarkan data dari pihak PT PLN, untuk kondisi siang hari konsumsi listriknya adalah 20
MW sedangkan pada malam hari konsumsi listrik meningkat menjadi 80 MW. Sehingga
membuat PT PLN harus menyediakan unit genset yang lebih banyak untuk mengatasi hal
tersebut. Inilah yang menjadi masalah, sebab konsumsi bahan bakar untuk mesin diesel juga
meningkat. PT PLN menambah kapasitas pasokan listrik dengan menggunakan PLTD
sebanyak 60 MW dan genset tambahan tersebut hanya dinyalakan selama 5 jam ketika beban
puncak saja, dan bahan bakar yang dibakar untuk 5 jam tersebut sebanyak 38 kilo liter, jika
dikalikan dengan harga solar Rp 12.000 per liter (estimasi), maka tiap hari selama 5 jam PT
PLN menghabiskan Rp 456 juta per hari. Oleh sebab itu direncanakan pada saat beban
puncak yaitu 5 jam PLTD menggunakan turbin gas dengan bahan bakar Compressed Natural
Gas sedangkan mesin diesel dimatikan.
Permasalahan baru lainnya yaitu bagaimana sistem distribusi CNG dari sumber ke
pemakai. Mengingat pasokan CNG diambil dari luar Pulau Lombok karena di Pulau Lombok
tidak ada sumber gas dan fasilitas produksi. Disini PT PLN memiliki rencana awal untuk
sistem distribusi CNG ke Pulau Lombok yaitu menggunakan kapal khusus pengangkut CNG.
Karena jika menggunakan pipa bawah laut akan sangat tidak efektif. Kapal yang akan dibuat
ini merupakan milik PT PLN dimana direncanakan memiliki ukuran panjang total 110,92 m,
dengan lebar 17,60 m, tinggi adalah 9 m, serta sarat pada muatan penuh 5,2 m. Dengan rute
yang sudah ditetapkan oleh PT PLN yaitu dari Gresik ke Lombok. Dimana kapal ini juga
menggunakan mesin dual fuel sehingga biaya operasional kapal bisa ditekan.
Dalam penelitian ini akan memfokuskan pada optimalisasi penggunaan bahan bakar
pada mesin induk dual fuel kapal CNG Carrier. Metode yang digunakan pada kajian ini
adalah multi-objective genetic algorithm dengan menitik beratkan pada waktu operasional,
konsumsi bahan bakar, pembebanan mesin kapal, kecepatan kapal, serta efisiensi pada sistem
penggerak kapal. Pendekatan yang dipakai dalam penelitian ini adalah metoda analisis dan
perhitungan. Melalui penelitian ini diharapkan mampu mengetahui titik optimal yang bisa
menjadi acuan pemakaian bahan bakar minyak dan bahan bakar gas pada kapal. Sehingga
biaya operasional kapal berkurang dan lebih hemat.

Lombok increased consumption of electrical energy. To meet the demand for
electricity on the island of Lombok, the government through PT PLN (Persero) using diesel
(Diesel Power Plant). The problem that arises is the operational cost of diesel to be very high,
especially if the peak time during limited hours. Based on data from the PT PLN, for daylight
conditions is 20 MW electricity consumption at night while electricity consumption increased
to 80 MW. Thus making the PT PLN should provide more generator units to overcome it.
This is the problem, because the consumption of fuel for diesel engines is also increasing. PT
PLN to increase the capacity of power supply using diesel as much as 60 MW and an
additional generator is only switched on for 5 hours when peak load alone, and fuel is burned
for 5 hours with 38 kilo liters, if multiplied by the price of Rp 12,000 per liter diesel
(estimation), then every day for 5 hours PLN spent USD 456 million per day. Therefore
planned during peak time, which is 5 hours using a turbine gas with Compressed Natural Gas
fuel.
Other new problems that is how CNG distribution system from the source to the user.
Considering the CNG supply is taken from outside the island of Lombok because there is no
gas resources and production facilities. Here PT PLN has initial plans for CNG distribution
system to the island of Lombok that is using a special ship carrying CNG. Because if using a
subsea pipeline would be very ineffective. Ships that will be made is owned by PT PLN
which is planned to have a total length of 110.92 m, with a width of 17.60 m, height is 9 m,
and design draft is 5.2 m. Route that has been set by PT PLN that is from Gresik to Lombok.
Where this ship also uses a dual fuel engine that vessel operating costs can be reduced.
In this study will focus on optimizing the use of fuel in the main engine dual fuel on
the CNG Carrier ships. The method used in this study is a multi-objective genetic algorithms
by focusing on operating time, fuel consumption, main engine load, speed of ship, as well as
the efficiency of the propulsion system of the ship. The approach used in this study is the
method of analysis and calculation. Through this research is expected to determine the
optimum point which could be a reference fuel oil and fuel gas in the vessel. So that
operating costs are reduced and more efficient ships.
