Abstract
Moda Transportasi yang dominan digunakan di Kabupaten Rote Ndao adalah
transportasi laut karena harga terjangkau dan jadwal yang pasti. Keberadaan
Bandara di kabupaten Rote Ndao selama ini hanya menjadi alternatif bagi
masyarakat setempat maupun wisatawan. Sistem charter dan tidak terjadwal
menjadikan demand moda transportasi udara menjadi rendah. Disisi lain, moda
transportasi udara menjadi dominan saat musim barat pada bulan Desember,
Januari dan Februari dimana tidak ada moda transportasi laut yang berjalan.
Penelitian ini dilakukan untuk mengetahui kemungkinan diselenggarakan
penerbangan terjadwal. Tujuannya adalah untuk meningkatkan aktivitas
penerbangan di Bandara D.C. Saudale Kabupaten Rote Ndao. Dalam mencapai
tujuan studi ini, data dari penumpang moda transportasi udara dan hasil kuisioner
penumpang transportasi laut diperlukan. Dengan menggunakan analisis biaya
operasional airline dan peramalan jumlah penumpang di masa datang dengan
menggunakan metode exponential smooting, diperoleh hasil bahwa pengoperasian
penerbangan terjadwal di Bandara D.C. Saudale Kabupaten Rote Ndao bisa
dilaksanakan dengan alternatif solusi dilakukan penerbangan terjadwal dua kali
dalam seminggu pada bulan Maret hingga Nopember dengan harga tiket Rp
475.000,- dan penerbangan setiap hari pada bulan Januari, Februari dan Desember
dengan harga tiket Rp. 900.000,-. Alternatif solusi tersebut dapat dilakukan
hingga tahun 2018 sesuai dengan hasil peramalan potensi demand angkutan udara
menunjukkan peningkatan mencapai 13.878 penumpang. ========== The dominant mode of transport used in Rote Ndao is sea transportation
because of the price is affordable and has a definite schedule. Air transport service
in Rote Ndao district is only an alternative transportation mode for local people
and tourists. The system makes the charter and non-scheduled air transportation
demand is low. On the other hand, air transportation becomes dominant when the
west monsoon in December, January and February where there is no sea transport
modes running. This study was conducted to determine the possibility of
designing scheduled flights. The goal is to increase activity in the service at D.C
Saudale Airport Rote Ndao. In achieving the objectives of this study, the data of
passenger of air transportation and marine transportation were obtained through
distribution of questionnaires. Analysis to determine airline operating costs and
forecast the number of passengers in the future by using the exponential method
smooting, was conducting based on the obtained data. The results showed that the
operation of scheduled flights at the airport D.C Rote Ndao Saudale can be
implemented. The implementation applies an alternative solutions , which is
scheduled flights twice a week in March until November and flying every day in
January, February and December with a ticket price doubled of the March-
November period. Alternative solutions can be carried out until 2018 in
accordance with the results of forecasting the potential demand of air transport.
