Abstract

Uang kartal memegang peranan penting dalam sistem moneter suatu negara. Uang kartal yang masuk ke Bank Indonesia (BI) melalui setoran dari bank umum disebut inflow dan uang kartal yang keluar dari BI disebut outflow. Bank Indonesia selaku Bank Sentral yang memiliki hak dalam mengatur jumlah peredaran uang di masyarakat seringkali menghadapi permasalahan nilai proyeksi inflow dan outflow uang kartal yang terlalu jauh dari nilai realisasinya. Penelitian ini bertujuan untuk meramalkan inflow dan outflow uang kartal BI di salah satu pulau besar Indonesia yaitu Pulau Sulawesi. Penelitian ini menggunakan pendekatan bottom-up berdasarkan peramalan hirarki dengan menggunakan dua metode yaitu ARIMAX dan Support Vector Regression (SVR). Metode ARIMAX untuk memfokuskan efek Idul Fitri yang tiap tahun bergeser maju 11 hari. SVR diterapkan untuk menangani masalah peramalan time series nonlinear. Variabel input yang digunakan pada metode SVR adalah lag-lag yang signifikan pada model ARIMA. Data yang digunakan adalah inflow dan outflow uang kartal yang bersumber dari Bank Indonesia. Periode waktu yang digunakan dari tahun 2003 sampai tahun 2013 sebagai in sample dan tahun 2014 dijadikan sebagai data out sample. Berdasarkan nilai sMAPE out sample model pada data inflow, ARIMAX memberikan hasil ramalan yang lebih baik di KPw BI Sulawesi Sulawesi Tengah, sedangkan di KPw BI Sulawesi Selatan, SulawesiUtara dan Sulawesi Tenggara SVR lebih baik. Pada data outflow, ARIMAX memberikan hasil ramalan yang lebih baik di KPw BI Sulawesi Selatan dan Sulawesi Tenggara, sedangkan di KPw BI Sulawesi Tengah dan Sulawesi Utara SVR memberikan hasil ramalan yang lebih baik.

Currency play an important role in the monetary system of a country. Currency coming into Bank Indonesia (BI) through deposits of commercial banks called inflow and currency coming out of the BI-called outflow. Bank Indonesia as the Central Bank has right to regulate the amount of circulation of money in the community often faces problems projection of netflow currency value that is too far from the value realization. This study aims to forecast the inflow and outflow of currency BI in one of the major islands in Indonesia, Sulawesi Island. This study uses a bottom-up approach based forecasting hierarchy by using two methods: ARIMAX and Support Vector Regression (SVR). ARIMAX method for focusing effect Eid every year shifted forward 11 days. SVR is applied to deal with the problem of nonlinear time series forecasting. Input variable used in SVR method is significant lag in ARIMA model. The data are inflow and outflow of currency derived from Bank Indonesia start from 2003 until 2013 as an in-sample and 2014 as the out-sample data. Based on the value sMAPE out sample models in inflow, ARIMAX give better prediction results in KPw BI South Sulawesi, while in KPw BI Central Sulawesi, North Sulawesi and Southeast Sulawesi better SVR. In outflow, ARIMAX specifies the forecast better results in KPw BI South Sulawesi and Southeast Sulawesi, while in KPw BI Central Sulawesi and North Sulawesi SVR is better than ARIMAX.
