Abstract

Tugas akhir ini mengambil studi kasus tiga kecelakaan kapal cepat
di Indonesia yaitu, kasus tenggelamnya kapal KM Marina Baru 2B
di perairan Teluk Bone Makassar yang terjadi pada tanggal 19
Desember 2015, tenggelammnya kapal KM.Dumai Express 10 yang
terjadi pada tanggal 22 November 2009 di perairan Tanjung
Pinang, Kepulauan Riau dan kebakaran KM.Express Bahari 8C
pada 22 Agustus 2013 di Perairan Tanjung Pandan, Belitong. Kasus
kecelakaan kapal diatas adalah kasus kecelakaan kapal cepat yang
telah diinvestigasi oleh Komite Nasional Keselamatan Transportasi
(KNKT) selama tahun 2003-2015. Tujuan dari penelitian ini adalah
untuk mengukur keefektifan implementasi Sistem Manajemen
Keselamatan (SMK) dan mengetahui karakteristik Key Perfomance
Indicator (KPI) pada masing-masing kapal. Metodologi yang
digunakan adalah metode Analytical Hierarchy Process, dan
Technique for Order Preference by Similiarity to Ideal Solution

(TOPSIS). Key Performance Indicator (KPI) disusun dari studi
literatur dan digunakan sebagai kriteria AHP. Langkah pertama
adalah menyebarkan kuisioner kepada responden tertentu dengan
AHP dan TOPSIS. Hasil yang diperoleh dari AHP adalah bobot
setiap kriteria KPI yaitu, = Number of deficiency observed on
board ship (17%), =Frequency of completed training on board
ship (12%) = Frequency of major non-conformity observed
on-board ships (11%), = Number of detention reported (7%),
= Frequency of near-miss reported by ships (13%), =
Frequency of successful psychometric test applied for officer
reported by ships (9%), = Frequency of crew injury observed
& reported on-board ships (11%), = DPA internal audit
judgement (8%), dan = HSEQ Manager audit judgement
(11%). Sedangkan dari hasil perhitungan TOPSIS didapatkan
urutan rangking implementasi SMK ketiga kapal dari yang terbaik
sampai terendah yaitu KM.Express Bahari 8C, KM. Dumai Express
10 dan KM.Marina Baru 2B dengan jarak ke Positive Ideal Solution
(PIS) berturut-turut yaitu, 0,621, 0,585, dan 0,352. Hasil akhir
penelitian ini adalah dengan memberikan rekomendasi untuk
meningkatkan implementasi Sistem Manajemen Keselamatan di atas
kapal pada masing-masing KPI. Rekomendasi tersebut diharapkan
dapat membantu meningkatkan budaya keselamatan supaya tidak
terjadi kecelakaan kapal cepat dimasa mendatang

This final project take case study on high speed craft accident in
Indonesia, the sinking of MV.Marina Baru 2B in Bone bay which
occured on December 19, 2015, the sinking of MV.Dumai Express 10
that occurred on November 22, 2009 in tanjung Pinang bay, and fire
accident of MV. Express Bahari 8C which occurred on August 22,
2013.The Three cases has been investigated by National
Transportation and Safety Comittee (NTSC) during 2003-2015. The
purpose of this study is to measure the effectiveness implementation of
Safety Management System (SMS) and to analyze the characteristic of
Key Performance Indicator (KPI) of each ship. The methodology
proposed is Analytical Hierarchy Process (AHP) and Technique for
Order Preference by Similiarity to Ideal Solution (TOPSIS). The Key
Performance Indicator (KPI) is established from literature review as
a criteria in AHP. The first step is distributing questionnaires to
specific respondent by AHP and TOPSIS. From AHP we obtained a
weight of each KPI, = Number of deficiency observed on board
ship (17 %), =Frequency of completed training on board ship

TOPSIS we obtained the ranking order of SMS implementation each
the three ship, KM.Express Bahari 8C, KM. Dumai Express 10 and
KM.Marina Baru 2B with the distance to Positive Ideal Solution (PIS)
consecutively, 0.621, 0.585, and 0.352. The final result of this study is
by giving recommendations to improve the performance record of
each KPI. We hope by this recommendation we are able to improve
the implementation of a Safety Management System on board ship.
