Abstract
Pengiriman barang dari wilayah Sidoarjo menuju Banjarmasin melalui Kalimas
dewasa ini semakin meningkat dengan arus muatan rata – rata 12% - 16% per tahun,
pertumbuhan tersebut tidak didukung dengan pemanfaatan pengembangan pelabuhan
lokal di wilayah muara Tlocor, Sidoarjo. Konsekuensi dari semua itu adalah biaya moda
transportasi truk yang tinggi. Tujuan dari penelitian ini adalah untuk menganalisis
potensi pengembangan pelabuhan lokal Tlocor sebagai sarana pengiriman barang dari
wilayah Sidoarjo menuju Banjarmasin. Pengembangan pelabuhan lokal ini dapat
dilakukan dengan investasi yang digunakan sebagai penentuan tarif. Penelitian ini akan
dilakukan dengan cara membandingkan komponen total biaya yang digunakan sebagai
penentuan biaya per ton per mile yang muncul dari masing – masing moda transportasi
dengan kapal 1 Rp. 242, kapal 2 Rp. 9, kapal 3 Rp. 50, kapal 4 Rp. 90, kapal 5 Rp. 97
lebih murah melalui Tlocor menuju Banjarmasin dengan tarif eksisting, sedangkan
dengan tarif yang didapatkan akibat beban investasi kapal yang diproyeksi akan masuk
pelabuhan Tlocor adalah spesifikasi kapal 5 dengan biaya pengiriman lebih minimum
rata – rata sebesar Rp. 18 per ton per mile dari tahun 2030 hingga 2035 dengan jumlah
muatan sebesar 275.645 ton hingga 485.205 ton. Berth Occupancy Ratio sebesar 75%
maka dibutuhkan 3 tambatan dengan panjang 65 meter, jangka menengah 2016 – 2026
ada 5 tambatan sepanjang 108 meter, jangka panjang 2016 – 2035 ada 11 tambatan
dengan panjang 239 meter. Sehingga dari penelitian ini didapatkan kesimpulan bahwa
dengan muatan yang besar dan kapasitas moda angkut yang besar akan didapatkan biaya
pengiriman yang minimal.

The shipment of goods from the Sidoarjo region towards Banjarmasin through
Kalimas today increasing the cargo flows to the average - average 12% - 16% per year,
the growth was not supported by the utilization of the development of local ports in the
estuary Tlocor, Sidoarjo. The consequence of all of that is the cost of truck
transportation modes is high. The purpose of this study was to analyze the potential
development of local ports Tlocor as a means of delivery of goods from the Sidoarjo
region towards Banjarmasin. Local port development can be done with an investment
that is used as a tariff determination. The research will be done by comparing the total
cost of the components that are used as the determination of the cost per ton per mile
arising from each mode of transport by ship 1 Rp. 242, the vessel 2 Rp. 9, the vessel 3
Rp. 50, the vessel 4 Rp. 90, the ship 5 Rp. 97 cheaper via Tlocor towards Banjarmasin
with existing rates, while the rates obtained as a result of the investment burden of the
projected ship will enter the port Tlocor is specification vessel 5 with shipping fees
average minimum of Rp. 18 per ton per mile from 2030 to 2035 to the charge amounted
to 275 645 tonnes to 485 205 tonnes. Berth Occupancy Ratio of 75% is required 3 tether
with a length of 65 meters, the medium term from 2016 to 2026 there were 5 moorings
along the 108 meters, the long-term from 2016 to 2035 there are 11 moorings with a
length of 239 meters. So, from this research it was concluded that the charge is large
and large carrying capacity modes will get the minimum shipping costs.
