Abstract
Desa Pusat Pertumbuhan adalah salah satu konsep
pengembangan wilayah perdesaan yang ada di Indonesia. Menurut
teori, adanya pusat pertumbuhan berfungsi untuk menciptakan
dampak penetasan ke bawah (trickle down effect) dan dampak
penyebaran (spread effect). Namun di Pulau Poteran, Desa Talango
yang merupakan desa pusat pertumbuhan belum dapat menciptakan
dampak pertumbuhan ekonomi secara merata. Di sisi lain jumlah
penduduk di Kecamatan Talango cenderung mengalami penurunan
tiap tahunnya karena migrasi. Oleh karena itu agar penduduk daerah
perdesaan tidak meninggalkan desanya, maka wilayah perdesaan
perlu dikembangkan salah satunya dengan konsep Desa Pusat
Pertumbuhan. Beberapa sasaran untuk mencapai tujuan penelitian
antara lain: (1) Mengidentifikasi faktor-faktor yang berpengaruh
dalam pengembangan Desa Talango sebagai Desa Pusat
Pertumbuhan, (2) Mengukur tingkat pelayanan Desa Talango
sebagai Desa Pusat Pertumbuhan, dan (3) Menyusun arahan
pengembangan bagi Desa Talango sebagai Desa Pusat Pertumbuhan.
Metode yang digunakan dalam penelitian ini adalah dengan
mencari kesepakatan dari para responden stakeholder untuk
menentukan faktor-faktor yang berpengaruh dalam pengembangan
Desa Talango sebagai Desa Pusat Pertumbuhan dengan
menggunakan analisis delphi. Selanjutnya menganalisis tingkat
pelayanan Desa Talango sebagai Desa Pusat Pertumbuhan dengan
menggunakan metode Service Quality. Kemudian dilakukan penyusunan arahan pengembangan Desa Talango sebagai Desa Pusat
Pertumbuhan secara deskriptif.
Hasil akhir dari penelitian ini berupa arahan pengembangan
Desa Talango sebagai Desa Pusat Pertumbuhan berdasarkan urutan
prioritas. Arahan pengembangan yang termasuk dalam prioritas
utama antara lain peningkatan kualitas SDM dalam bidang akademis
maupun non akademis, peningkatan kegiatan promosi desa untuk
menarik investor, rehabilitasi jalan utama yang menghubungkan
langsung desa hinterland dengan desa pusat pertumbuhan,
menyediakan pelayanan angkutan umum massal, mengembangkan
industri kecil dan menengah dengan pengolahan yang berbasis
teknologi, pengolahan hasil pertanian/kelautan di Desa Pusat
Pertumbuhan terutama dengan membentuk keterikatan antar produk
dari hulu ke hilir, dan mengadakan kegiatan kerjasama antar Desa
Pusat Pertumbuhan dengan desa hinterland.

Rural Growth Center is one of the growth center concept
development of rural areas in Indonesia. According to the theory,
the center serves to create an trickle down effect and spread
effect.However Poteran Island, Talango Village which is the Rural
Growth Center has not been able to create the effect of economic
growth evenly. Moreover the populations in Poteran Island tend to
decrease each year due to migration. Therefore, to hold the people
for not to leaving the village, the rural areas need to be developed
either by the concept of Rural Growth Centres. Some targets to
achieve the research objectives, among others: (1) Identify the
factors that influence the development of the Talango Village as a
Rural Growth Center, (2) Measuring the level of services of
Talango Village as a Rural Growth Center, and (3)Set the
development direction of the Talango Village as a Rural Growth
Centres.
The method used in this research is to seek the agreement of
the stakeholders as a respondent to determine the factors that
influence the development of the Talango Village as as a Rural
Growth Centres using Delphi analysis. Further analyzes service
level Talango Village as a Rural Growth Centres using Service
Quality Analysis. Then crate the development direction of the
Talango Village as a Rural Growth Centres with descriptive
analysis.
The final result of this research is the development direction
of the Talango Village as a Rural Growth Centres in order of
priority. The direction of development are included in the main
priorities are improving the quality of human resource in academic
and non-academic education, increased village promotional
activities to attract the investors, rehabilitation the main road that
directly connects hinterland village to rural growth centers,
providing mass transportation services, developing small and
mediumindustries to technology-based processing, processing the
agricultural/marine products in the Rural growth
Centerespeciallyby forming an attachmentproducts from upstream to
downstream, and conduct cooperation activities between rural
growth centres and hinterland villages.
