Abstract
Aktivitas pelayanan teknik/yantek di industri tenaga listrik dilimpahkan
kepada perusahaan outsourcing melalui Perjanjian Pemborongan Pekerjaan. Sistem
pembayaran tenaga outsource diberikan berdasarkan jumlah pekerjaan yang
berhasil diselesaikan. Agar target kerja tercapai dan keselamatan tenaga yantek
tetap terjamin diperlukan suatu perencanaan pencegahan kecelakaan kerja yang
mempertimbangkan sumber bahaya kerja, biaya yang dikeluarkan, dan manfaat
yang didapatkan. Perencanaan pencegahan kecelakaan kerja dimulai dengan
identifikasi sumber bahaya, berdasarkan jenis kecelakaan kerja dengan
menggunakan analisis fault tree (FTA), yang selanjutnya dilakukan pengukuran
dengan menggunakan analytical hierarchy process (AHP) yang ikut
mempertimbangkan atribut ekonomi dan alternatif pencegahannya. Berdasarkan
hasil pengukuran, didapatkan bahaya yang mendapatkan prioritas tertinggi untuk
dihilangkan yaitu kurangnya pengalaman kerja (sebesar 0,264) dan atribut ekonomi
yang memiliki bobot tertinggi adalah biaya pengadaan fasilitas dan peralatan
keamanan kerja (0,327), sedangkan untuk alternatif yang memberikan pengaruh
paling besar dalam mengurangi risiko kecelakaan kerja adalah dilakukannya
pendidikan dan pelatihan kerja (0,639). Setelah didapatkan bobot untuk semua
kriteria dan alternatif, maka selanjutnya dilakukan validasi terhadap seluruh
alternatif dengan menggunakan rasio manfaat-biaya (BCR) dan net present value
(NPV), dan didapatkan hasil bahwa alternatif pencegahan layak diterapkan secara
ekonomi karena memiliki nilai BCR > 1 dan NPV bernilai positif.

Technical service activities in electric utility industry is ddelegated to
outsourcing company trough the Perjanjian Pemborongan Pekerjaan. Outsource
payment system is given by the amount of the completed work. In order to achieve
the target of completed work and to ensured the safety of the worker, its required
an accidents prevention planning that considering the source of occupational
hazard, the cost that should be paid, and the benefit that will be gained. The planning
begins with identification of hazards’ sources, based on the type of works accident
(shocks, burns, ans falls), by using a fault tree analysis (FTA), which is then
performed assessment using analytical hierarchy process (AHP) in conjuction with
the economic attributes and alternatives prevention. The economic attributes
detemined using cost-benefit analysis (CBA), and for the alternatives determined
based on the literature. The assessment results obtained the highest pririty of hazard
that need to be eliminated is the lack of worker experience (the portion is 0,264)
and the highest weight for economic attributes is the procurement cost of facility
and personal protective equipment (0,327), while for alternative educational and
training get the highest weight (0,639). Having obtained the weights for all criteria
and alternatives, then validation can be performed using benefit cost ratio (BCR)
dan net present value (NPV), the result showed that the prevention methods are
economically feasible because the value of BCR is more than 1 and NPV has the
positive value.
