Abstract

Dalam skripsi ini, akan dikaji mengenai analisis near miss
antar kapal pada aktivitas pelayaran di Selat Madura
menggunakan data AIS transportasi di era globalisasi
merupakan suatu kebutuhan yang sangat penting bagi
masyarakat dalam menunjang segala aktivitas maupun
rutinitasnya sehari-hari. Kecelakaan transportasi beberapa
waktu belakangan ini secara beruntun terjadi di Indonesia baik
di darat, laut rnaupun udara. Namun dari ketiga jenis moda
tersebut yang menduduki peringkat tertinggi dalam arti
seringkali terjadi-adalah di bidang transportasi laut. Dimana
dalam sebuah kecelakaan selalu dihasilkan oleh kondisi near
miss (accident pyramid) pada penelitian near miss antar kapal
kali ini akan menggunakan metode Vessel Conflict Ranking
Operator (VCRO). Metode ini sangat cocok digunakan pada
wilayah lalu lintas laut yang dimana wilayah laut tersebut
sangat padat dan sibuk, dan pertemuan antar kapal sangat
tinggi. Perhitungan vessel conflicts ranking operator
berdasarkan pada data yang diperoleh dari Automatic
Identification System. Terdapat tiga kondisi dalam pertemuan
antar kapal yaitu kondisi saling berhadapan, menyilang, dan
mendahului. Tujuan dari metode vessel conflict ranking

operator adalah untuk menilai tingkat bahaya dari setiap
pertemuan antar kapal dan bisa dijadikan acuan untuk
menentukan pertemuan yang termasuk kedalam kondisi near
miss. Namun lebih lanjut untuk menentukan pertemuan
tersebut termasuk kedalam kondisi near miss atau tidak
diperlukan pendapat oleh para ahli, senior officer, mengenai
panjang kapal yang menjadi acuan dalam menentukan jarak
aman, dan kecepatan relatif antar kapal.

In this thesis, would be examined the ship-ship near miss analysis on
marine transportation activity in Madura strait using automatic
identification system (ais) data. In globalization era, transportation
become an important thing for the community to support their daily
activities. In few years there are so many transportation accidents
happened in Indonesia, in land transportation, marine, and air
transportation. However, marine transportation is the highest
ranking in transportation accidents than other type of transportation.
An Accident always generated by condition of near miss (accident
pyramid). On this research of ship – ship near miss analysis will use
the Vessel Conflict Ranking Operator method. Vessel Conflict
Ranking Operator method suitable on traffic areas of the ocean where
the sea area is very crowded and busy, and very high ship – ship
encounters. Vessel conflict ranking operator calculation based on
automatic identification system data. There are three type of ship
encounter, head on, crossing, and overtake conditions. The purpose
of the Vessel Conflict Ranking Operator (VCRO) method is to assess
the severity of ship – ship encounters as a possible near miss. Senior
officer (expert) judgement, about length of ship, ship – ship distance,

ship – ship relative speed, are needed to be a judgement of vessel
encounter to determine the condition of ship encounter, in various
condition of encounter, as a near miss condition.
