Abstract

Pertumbuhan yang sangat cepat permintaan layanan telepon selular akibat terjadi perang tarif dan terbatasnya bandwidth kanal radio untuk alokasi antarmuka udara (air interface), telah mendorong penelitian untuk mencari solusi teknologi guna mengoptimalkan jumlah saluran yang dapat digunakan. Berbagai teknik yang telah dikembangkan selalu melibatkan instalasi baru dan kebutuhan infrastruktur baru. Sementara strategi yang memungkinkan pemenuhan kebutuhan kapasitas jaringan untuk memenuhi permintaan jam-jam sibuk percakapan (busy hours call) agar tidak terjadi lost sales dengan memanfaatkan idle resource di jam-jam off peak seringkali kurang mendapat perhatian.
Penerapan algorithma Call Admission Control diharapkan memberikan alternatif solusi yang memberi kemungkinan pada demand change management untuk mengendalikan trafik panggilan dengan skema yang memperhatikan kapasitas jaringan. Sedangkan dengan penerapan Dynamic Pricing secara bersamaan diharapkan memberikan metode baru optimasi revenue tanpa menurunkan tingkat layanan di PT. Telkomsel Regional Jawa Timur.

Very rapid growth of demand for cellular phone service due to price war and the limited bandwidth for the allocation of the radio channel in air interface, has encouraged research to find technological solutions to optimize the number of channels that can be used. Various techniques have been developed always involve new installation and new infrastructure requirements. While a strategy that allows the fulfillment of the needs of network capacity to meet demand for busy hours call in order to avoid lost sales by utilizing the idle resources in the off peak hours is often less attention.
Call Admission Control algorithm implementation is expected to provide alternative solutions that make it possible for demand change management to control traffic with a scheme that calls attention to the capacity of the network. While the simultaneous application of Dynamic Pricing is expected to provide new methods of revenue optimization without degrading the level of service at PT. Telkomsel Regional East Java.
