Abstract
Proyek pembangunan Swiss Belhotel Darmo Centrum
Surabaya dijadwalkan harus selesai dalam kurun waktu 478
hari dengan nilai kontrak Rp. 155.965.000.000 (termasuk
Pajak Pertambahan Nilai) mengingat besarnya nilai kontrak
dan lamanya durasi pekerjaan maka diperlukan analisa kinerja
biaya dan waktu untuk digunakan sebagai dasar
pengendaliaan. Akan tetapi sebelum dilakukan pengendalian
perlu diketahui terlebih dahulu kinerja proyek yang telah
berlangsung. Tujuan dari penelitian ini untuk mengetahui
kinerja biaya dan waktu, estimasi biaya dan waktu pada akhir
penyelesaian proyek serta faktor-faktor yang menyebabkan
keterlambatan atau kemajuan proyek.
Metode yang digunakan pada penelitian ini adalah
metode Earned Value yang didalamnya memadukan unsur
biaya dan waktu serta prestasi fisik pekerjaan. Data yang
didapat dari proyek antara lain Time Schedule proyek,Rencana
Anggaran Biaya (RAB), laporan mingguan proyek dan biaya
aktual, kemudian dilakukan analisa biaya, jadwal, varians dan
indeks performansi dengan memaparkan masalah-masalah
yang muncul pada saat penelitian.

Hasil analisa pada minggu ke-57 menunjukkan biaya
yang dikeluarkan lebih rendah dari biaya yang dianggarkan
ditunjukkan dengan nilai CPI = 1,103 dan waktu pelaksanaan
lebih lambat dari jadwal rencana ditunjukkan dengan nilai SPI
= 0,600 . Hasil perhitungan perkiraan biaya akhir proyek
sebesar Rp. 123.490.882.301 dengan perkiraan waktu
penyelesaian 108 minggu. Keterlambatan ini disebabkan oleh
berbagai faktor seperti redesign, proses approval material,
keterlambatan pembayaran termyn, cash flow proyek yang
tidak baik, dan kerusakan alat berat
======================================================================= Swiss BelhotelDarmo project is scheduled to
completed with in period of 478 days with a contract value of
Rp155.965.000.000 (include tax). Considering the much
contract value and duration of the work required performance
analysis of the cost and time to be used as a basis control.
However before control start, we need to know towards
performance project have been in progress. The purpose of
this research to know the cost and time, estimated costs and
time at the end of the project completion and the factor that
cause project delay or advancement.
The method used in this research is the Earned Value
Method in which combines of cost, time and physical
accomplishment of work. Data generated from project include
Time Schedule of Rencana Anggaran Biaya (RAB), weekly
reports and actual cost of project, and then do analyze the cost,
schedule and performance index variance with exposing the
problems that appears during the research period.
The result of analysis at week- 57 showed the cost
were lower than budgeted expenses shown by CPI value =
1.103 and execution time more slowly than schedule plan

shown by SPI = 0.600. Result final project of an
approxiamatecalculation amountedRp. 123.490.882.301 with
an estimated completion time of 108 weeks. Delay is caused
by various factors such as the redesign, material approval
process, late payment of termyn, project cash flow is not good
and the damage of machine
