Abstract
Kabupaten Indragiri Hilir adalah salah satu kabupaten yang
terdapat di Provinsi Riau dan merupakan sentra produksi kelapa di
Indonesia. Perkebunan kelapa di Kabupaten Indragiri Hilir memiliki
luas areal mencapai 391.884 Ha. (BPS, 2015). Komoditas tersebut
telah menempatkan Kabupaten Indragiri Hilir sebagai kabupaten
penghasil kelapa terbesar di Indonesia dan sentra perkebunan
kelapa terluas di dunia. Namun pemanfaatan potensi komoditas
kelapa masih belum optimal dikarenakan masih rendahnya nilai
tambah dari usaha tani kelapa tersebut. Minimnya nilai tambah
dapat diatasi dengan membangun mata rantai industri dengan
bahan baku komoditas kelapa berdasarkan pohon industri kelapa.
Maka dari ituperlu dibentuk kawasan cluster industry kelapa di
Kabupaten Indragiri Hilir. Untuk mewujudkan kawasan cluster
industry diperlukan penentuan lokasi yang paling tepat diterapkan
konsep klaster. Oleh karena itu, penelitian ini bertujuan untuk
menentukan alternatif lokasi pengembangan cluster industry kelapa
di Kabupaten Indragiri Hilir.
Tahap awal dalam penelitian ini adalah mengidentifikasi
potensi perkebunan kelapa di Kabupaten Indragiri Hilir dengan
menggunakan analisis deskriptif dan pemetaan GIS. Tahap
selanjutnya adalah mengidentifikasi industri berbahan baku kelapa
menggunakan analisis deskriptif dan pemetaan GIS. Kemudian perlu
dilakukan pembobotan variabel pengembangan cluster industry
kelapa di Kabupaten Indragiri Hilir menggunakan Analysis Hierarki
Process. Tahap terakhir adalah menentukan lokasi cluster industry

kelapa menggunakan teknik scoring terhadap variabel faktor
penentu kawasan cluster industry kelapa.
Hasil penelitian menunjukkan bahwa Kecamatan Kateman,
Kecamatan Tanah Merah dan Kecamatan Tembilahan merupakan
tiga kecamatan yang memenuhi kriteria sebagai lokasi yang paling
cocok bagi pengembangan Cluster Industry kelapa di Kabupaten
Indragiri Hilir. Kecamatan dengan total nilai tertinggi pertama
diperoleh oleh Kecamatan Kateman dengan total nilai 3,315.
Kecamatan dengan total nilai tertinggi kedua adalah Kecamatan
Tanah Merah dengan total nilai 3,225. Dan Kecamatan dengan total
nilai tertinggi ketiga adalah Kecamatan Tembilahan dengan total
nilai 2,248. Kecamatan yang memiliki nilai paling tinggi untuk
indikator bahan baku adalah Kecamatan Tanah Merah dengan nilai
3,849. Sedangkan kecamatan yang memiliki nilai paling tinggi untuk
indikator proses pengolahan adalah Kecamatan Kateman dengan
nilai 4,152. Dan kecamatan yang memiliki nilai paling tinggi untuk
indikator pasar adalah Kecamatan Tembilahan dengan nilai 4,185
========================================================================================== Indragiri Hilir is one of municipality in Riau Province,
which is a coconut production center in Indonesia. Coconut farm in
Indragiri Hilir has 381.884 ha wide (BPS, 2015). This caused
Indragiri Hilir as the biggest coconut producer in Indonesia and the
largest coconut farm in the world. However, the production of this
commodity has not been optimum yet because the added value is still
low. The lack of value added can be solved by making industry linked
to coconut raw material based on coconut tree industry. So that, it is
necessary to create coconut industry cluster area in Indragiri Hilir
Municipality. The most appropriate location determination is needed
to create industry cluster area. Therefore, this research is aimed to
determine alternative coconut industry cluster location in Indragiri
Hilir Municipality.
The first stage in this research is identifying potencies of
coconut farm in Indragiri Hilir Municipality using descriptive
analysis and GIS mapping. The next stage is identifying industries
using coconut as the raw material using the same method. Then
weighting variables of coconut industry cluster development in
Indragiri Hilir Municipality using Hierarchy Process Analysis. The
last stage is determining coconut industry cluster location using
scoring for coconut industry cluster factors.
This research results that Kateman Residence, Tanah Merah
Residence, and Tembilahan Residence are three residences which
comply the criteria as the most appropriate for development of
coconut industry cluster in Indragiri Hilir Municipality. The highest
score is Katean Residence with total score 3,315. The second highest
score is Tanah Merah Residence with total score 3,225. And the
third highest score is Tembilahan Residence with total score 2,248.

score 3,849. Lastly, the highest score for processing is Kateman
Residence with the score 4,152 and the highest score for market is
Tembilahan Residence with score 4,185
