Abstract
Konsep smart city telah diadopsi di berbagai kota di dunia. Smart city
mempunyai enam dimensi utama diantaranya smart economy, smart people,
smart governance, smart mobility, smart environment dan smart living. Smart
transportation telah menjadi dimensi utama untuk menjadikan suatu kota lebih
pintar. Keberadaan smart transportation berhubungan dengan layanan publik di
dalam suatu smart city. Inovasi layanan berbasis teknologi informasi dan
komunikasi diperlukan untuk memberikan solusi terhadap permasalahan
layanan publik secara keseluruhan. Salah satu contoh penerapan teknologi
informasi dan komunikasi di inovasi layanan adalah intelligent transportation
system. Meski begitu, sedikit penelitian terdahului yang membahas tentang
peran teknologi informasi dan komunikasi untuk inovasi layanan di smart city.
Kami mengembangkan delapan mekanisme penerapan teknologi informasi dan
komunikasi untuk inovasi layanan untuk masyarakat. Mekanisme tersebut
terdiri dari ubiquitous deployment, ontime resource control, data value
development, behavioral pattern, navigation control, information center,
service monitoring, dan management control. Mekanisme paling penting di
Taipei adalah ontime resource control, sedangkan di Surabaya adalah
navigation control. Dari hasil penelitian ini akan memberikan ide untuk kotakota
di dunia ketika mengembangkan intelligent transportation system menuju
smart city.

The concept of thesmart city has adopted in many cities in the world. The
smart city has abroaddimension such as the smart economy, smart people,
smart governance, smart mobility, smart environment and smart living. Smart
transportation becomes the major dimension for a city for being smarter. Smart
transportation has close-related with public services within the smart city. To
provide better services, the smart city required ICT-enabled service innovation,
technology-based solutions for the whole public services. One exampleofICTenabled
service innovation is anintelligent transportation system.Few previous
types of researchdescribed the role of ICT-enabled service innovation in
thesmart city area. We developed eight ICT-enabled mechanisms for an
intelligent transportation system that allowed providing service innovation to
citizens. ICT-enabled mechanisms contain ubiquitous deployment, ontime
resource control, data value development, behavioral pattern, navigation
control, information center, service monitoring, and management control. The
first rankings of ICT-enabled mechanism in Taipei isontime resource control
and in Surabaya is navigation control. This research is expected to be an idea
for another city when developing intelligent transportation system toward the
smart city.
