Abstract

Proses Penerimaan Peserta Didik Baru (PPDB) merupakan isu yang sering muncul sebelum dimulainya tahun ajaran baru. PPDB berpengaruh pada pendidikan masyarakat Indonesia untuk mendapatkan proses pembelajaran yang baik. Pada tahun 2017 terdapat sistem baru pada PPDB yaitu sistem zonasi. Sistem zonasi merupakan proses penerimaan peserta didik berdasarkan jarak tempuh rumah ke sekolah. Hal tersebut menuai pro dan kontra dikalangan masyarakat. Dikarenakan kondisi fasilitas pendidikan yang belum merata sehingga tidak mampu menjangkau calon peserta didik di daerah pinggiran yang jauh dari sekolah. Sedangkan dengan adanya sistem zonasi diharapkan mampu meratakan fasilitas dan mutu pendidikan di Indonesia. Pada penelitian ini dilakukan pemodelan PPDB sistem zonasi pada jenjang SMP di wilayah Surabaya. Pemodelan tersebut dilakukan dengan model optimasi menggunakan metode set covering. Dilakukan formulasi model matematis linear programming dengan tiga kriteria penilaian yaitu murni zonasi, kombinasi, dan zonasi dan prestasi. Output dari model optimasi yakni alokasi Calon Peserta Didik ke sekolah terdekat dan blank spot. Blank spot merupakan Calon Peserta Didik yang tidak dialokasikan ke sekolah karena keterbatasan pagu. Hasil dari alokasi tersebut dapat digunakan untuk menentukan jangkauan jarak tempuh penerimaan dari setiap sekolah. Setiap kriteria penilaian memberikan perbedaan terhadap alokasi Calon Peserta Didik meskipun perbedaan tidak cukup signifikan. Serta mengetahui persebaran blank spot untuk mengambil kebijakan dengan penambahan pagu 32 kursi pada SMP Negeri dan mempertimbangkan persebaran SMP Swasta akreditasi A dan B menyisakan blank spot di kecamatan Rungkut dan Tambaksari. ====================================================================================================================================
The process of New Students Addmission (NSA) is an issue that often occurs before the start of new school academic year. PPDB influences the education of Indonesian to get good learning process. In 2017 there is a new system in PPDB, which is the zoning system. Zoning system is a process of students acceptance based on distance between home to school. That causes pros and cons among citizen. Because the condition of education facilities is not even distribution, thus unable to reach students in rural areas that have far distance form school. While with the zoning system, it is expected to be able even distribution of facilities and quality of education in Indonesia. This thesis use modeling system zoning of NSA Junior High School in Surabaya. The modeling is done by optimalization model using set covering method. Formulate the mathematical model with linear programming with three assessment criteria pure zoning, combination, and zoning and national exam score. Output of the optimization model is allocation students to the nearest school and blank spot. Blank spot is students who are not allocation to school because of limited number of admission seats. The result of allocation can be used to determine the range distance that accepted by each school. Each assessment criteria gives difference allocation of students even though the difference is not significant. And to know the distribution of blank spot to take policy by adding 32 seat in the public middle school and considering the distribution of private middle school that have accreditation A and B separating blank spots in the Rungkut and Tambaksari.
