Abstract

Suroboyo Bus merupakan transportasi umum yang dikelola oleh Dinas Perhubungan Kota Surabaya sebagai jawaban dari tidak efektifnya transportasi umum sebelumnya. Namun sejak resmi beroperasi pada Maret 2019 ditemukan beberapa kejadian yang tidak diinginkan sehingga mengganggu berjalannya kegiatan operasional Suroboyo Bus. Oleh karena itu, Dinas Perhubungan Kota Surabaya melakukan analisis risiko untuk membentuk langkah penanganan kejadian – kejadian tersebut. Analisis risiko dilakukan pada keseluruhan aktivitas operasional Suroboyo Bus meliputi aktivitas pra perjalanan, perjalanan, pasca perjalanan, dan pemantauan.
Proses identifikasi risiko dilakukan dengan mengidentifikasi kemungkinan kegagalan pada setiap proses bisnis yang dimodelkan dengan IDEFØ. Selanjutnya dilakukan analisis, penilaian, dan evaluasi risiko berbasis standar manajemen risiko ISO 31000 : 2018 dan pendekatan Failure Mode and Effectss Analysis (FMEA) menggunakan dua dimensi risiko, yaitu likelihood dan severity. Seluruh risiko kemudian dikategorikan menjadi tiga level risiko, yaitu high risk, moderate risk, dan low risk. Dari hasil kategorisasi tersebut dirancang langkah penanganan risiko yang kemudian dilakukan analisis kelayakan menggunakan benefit-cost analysis.
Berdasarkan hasil identifikasi, diperoleh 114 risiko serta 189 kombinasi risiko dan dampak dari 70 proses bisnis. Dari hasil kategorisasi level risiko terdapat 14.81% kombinasi risiko dan dampak tergolong high risk, 46,56% tergolong moderate risk, dan 38.62% tergolong low risk. Proporsi untuk empat jenis tipe penanganan risiko yang diusulkan adalah 5.07% avoid, 62.67% mitigate, 0.46% transfer dan 31.80% accept. Hasil perbandingan manfaat dan biaya serta analisis sensitivitas kelayakan langkah penananganan risiko aktivitas operasional Suroboyo Bus ditunjukkan oleh nilai benefit – cost ratio yang berkisar antara nilai 1.041 hingga 1.471. Sehingga rancangan langkah penanganan risiko yang dibuat layak untuk diimplementasikan untuk setiap kemungkinan skenario yang terjadi.

Suroboyo Bus is public transportation which managed by Dinas Perhubungan Kota Surabaya as an answer from the ineffectiveness of the past public transportations. However, since officially operating in March 2019 was discovered several undesirable events that disrupting the operational activity of Suroboyo Bus. Therefore, Dinas Perhubungan Kota Surabaya analyzes the risks to create preventive actions of the risks. Risk analysis is covered all operational activities of Suroboyo Bus including pre-journey, on the journey, after-journey, and monitoring.
Risk identification is done with identifying the potential failure for each business process which modeled with IDEFØ. Following this, analysis, scoring and evaluating processes are done based on ISO 31000 : 2018 and Failure Mode and Effects Analysis (FMEA) approach using two dimensions of risk, which are likelihood and severity. After that, all of the risks categorized into three risk levels, which are high risk, moderate risk, and low risk. The preventive actions are done based on the results of the categorizing process. Finally, the preventive actions are being analyzed using a feasibility study, which is a benefit-cost analysis.
As a result, there are 114 risks and 189 combinations between risk and severity were identified from 70 business processes. From the risk categorizing process, there are 14.81% risk-severity combinations are categorized as high risk, 46.56% are categorized as moderate risk, and 38.62% are categorized as low risk. The proportion of the four types of preventive actions was 5.07% to avoid, 62.67% for mitigate, 0.46% to transfer and 31.80% to accept. The comparison between the benefit and the cost of the designed preventive actions also the sensitivity analysis result in 1.041-1.471 as the score of the benefit-cost ratio. In conclusion, the preventive actions are feasible to be implemented for all the potential scenario.
