Abstract
Pajak Bumi dan Bangunan (PBB) merupakan salah satu pajak daerah yang sangat penting bagi suatu daerah. Kontribusi PBB terhadap besarnya pembiayaan daerah cukup tinggi. Oleh karena itu diperlukan adanya efisiensi dalam proses pengelolaannya, agar pendapatan daerah yang didapatkan dari sektor PBB ini menjadi lebih optimal. Hal ini perlu dimulai dari lingkup kecil dahulu, seperti Desa. Dengan berkembangnya teknologi Sistem Informasi Geografis (SIG) saat ini, tentu dapat dimanfaatkan untuk kepentingan efisiensi pengelolaan pendapatan daerah sektor PBB. Salah satunya dengan menggunakan teknologi WebSIG.
Dalam penelitian ini menggunakan data objek PBB dari buku Daftar Himpunan Ketetapan Pajak (DHKP) Desa Bener Tahun 2019, Peta bidang tanah versi Kantor Badan Pertanahan Nasional (BPN) Kabupaten Madiun, dan Peta Bidang Tanah versi Kantor Desa Bener. Data dari buku DHKP diolah menjadi beberapa tabel yang dijadikan basis data pada WebSIG. Data informasi bidang tanah pada kedua peta bidang tanah tersebut disatukan untuk dijadikan data spasial pada WebSIG yang dibuat.
Hasil dari penelitian ini adalah terbentuknya WebSIG objek PBB Desa Bener, Kecamatan Saradan, Kabupaten Madiun. Bidang tanah yang terdapat dalam WebSIG ini berjumlah 1634 bidang. Dari 1634 bidang, 1323 bidang sudah memiliki informasi PBB yang lengkap, 95 bidang belum memiliki NOP yang jelas, dan 216 bidang lainnya belum teridentifikasi informasi PBB-nya. Dari hasil pengolahan, analisa, serta pengujian WebSIG yang dihasilkan dapat meningkatkan efisiensi dalam pencarian data informasi objek PBB. Data posisi objek PBB dapat diperoleh dengan lebih mudah, tanpa perlu menggunakan peta cetak yang berukuran sangat lebar dan memakan banyak tempat. Selain itu dengan adanya WebSIG ini informasi objek PBB diakses dimana saja dan kapan saja melalui situs www.pbbbener.id pada komputer maupun smartphone, selama terdapat jaringan koneksi internet sehingga dapat mempermudah dalam proses monitoring PBB. Namun masih terdapat beberapa kekurangan seperti, untuk proses update data belum bisa otomatis langung pada WebSIG. Selain itu waktu pemrosesan untuk memuat tampilan data peta dan tabel masih tergolong sedikit lambat.

PBB contribution to the amount of regional funding is quite high. Therefore it is necessary to have efficiency in the management process, so that the regional income obtained from the PBB sector becomes more optimal. This needs to start from a small scope first, such as a village. With the development of Geographic Information System technology (GIS) at this time, of course it can be utilized for the sake of efficiency in the management of regional income from the PBB sector. One of them is by using WebGIS technology.
In this study, using PBB object data from the 2019 Bener Village Book of Tax Assessment List (DHKP), Maps of PBB Object from Badan Pertanahan Nasional (BPN), and Maps of PBB object from Bener Village Office. Data from the DHKP book is processed into several tables that are used as a database on WebSIG. Data on land parcels information on the two maps are combined to be used as spatial data on the created WebGIS.
The result of this research is the WebSIG that contain information of the PBB object in Bener Village, Saradan District, Madiun Regency. The amount of parcels contained in this WebSIG is 1634 fields. Of 1634 fields, 1323 fields have complete PBB information, 95 fields do not yet have a clear Nomor Objek Pajak (NOP), and 216 other fields have not been identified of its PBB information. From the results of processing and analyse the WebGIS, it can improve efficiency in the search for PBB object information data. The position of the PBB objects can be obtained more easily, without the need to use printed maps that are very large and take up a lot of space. In addition, with this WebSIG, PBB object information can be accessed anywhere and anytime through www.pbbbener.id with computer or smartphone, as long as there is an internet connection network. But there’s still a minus in the WebGIS, like when user wants to update the data, they can’t update it right away on the web. And the other thing is to load the data on webpage take a quite long time.
