Abstract

Pemerintah telah melakukan berbagai upaya untuk meningkatkan pembangunan ekonomi di Indonesia, khususnya dalam bidang maritim. Salah satu program pemerintah tersebut ialah Program Tol Laut. Dalam mengaplikasikan program tersebut, pemerintah membutuhkan sarana transportasi yang efektif dan efisien, salah satu alat transportasi tersebut adalah kapal feeder 3-in-1. Trayek T-7 Tol Laut dengan Wanci dan Namlea sebagai pelabuhan singgahnya, diharapkan dapat menghasilkan desain kapal feeder 3-in-1 yang optimal sesuai dengan karakteristik pelabuhannya. Kapal ini diharapkan mampu menjadi sarana transportasi antara pelabuhan hub ke pelabuhan-pelabuhan feeder dan juga sebagai sarana dalam pendistribusian barang, sehingga mampu meningkatkan ekonomi Indonesia khususnya di Wilayah Indonesia Timur (WIT). Kapal feeder 3-in-1 ini berangkat melalui Pelabuhan Tanjung Perak, Surabaya menuju Pelabuhan Pangalubelo, Wanci, dan Pelabuhan Besar Namlea, Namlea dengan kecepatan 12 knot. Dalam mendesain kapal dilakukan analisis teknis dan juga analisis ekonomis berupa perhitungan biaya pembangunan kapal. Kapal yang didesain memliliki ukuran utama LPP: 75 meter, B: 12,2 meter, H: 6,1 meter, dan T: 3,26 meter. Dengan ukuran tersebut, kapal ini mampu mengangkut penumpang sebanyak 96 orang, kontainer sebanyak 10 TEUs, dan semen sebanyak 109 ton (dalam bentuk sak di mana 1 sak semen sama dengan 40 kg). Dengan ukuran dan jumlah muatan tersebut seluruh regulasi dan ketentuan teknis telah terpenuhi. Besar biaya pembangunan kapal adalah sebesar Rp. 31.794.377.828 dan investasi terhadap kapal ini layak dilakukan dengan Net Present Value Rp. 17.414.000.000, Internal Rare of Return 23.78 %, dan Payback Period dalam 7 tahun 1 bulan dan 28 hari.

Government has made various efforts to improve economic development in Indonesia, particularly in the maritime sector. One of the program is the Sea Toll Program. In applying the program, the government needs an effective and efficient means of transportation, one of transportation is a 3-in-1 feeder ship. The T-7 Sea Toll Route with Wanci and Namlea as a stopover port, is expected to produce an optimal 3-in-1 feeder ship design in accordance with the characteristics of the ports. This ship is expected to be a means of transportation between hub ports to feeder ports and also as a means of distributing goods, to be able to improve the Indonesian economy, especially in Eastern Indonesia (WIT). This ship departs through Tanjung Perak Harbor, Surabaya to Pangalubelo Harbor, Wanci, and the Great Namlea Harbor, Namlea with a speed of 12 knots. In designing ship, technical analysis and economic analysis are carried out in the form of calculating ship building costs. Ships designed to have the main dimensions LPP: 75 meters, B: 12,2 meters, H: 6,1 meters, and T: 3,26 meters. With this size, the ship is able to carry 96 passengers, 10 TEUs of containers, and 109 tons of cement (in form of sacks which 1 sack of cement is equal to 40 kg). With the size and amount of the contents, all technical regulations and regulations have been fulfilled. The cost of building the ship is Rp. 31,794,377,828 and investment in this ship is feasible to do with a Net Present Value of Rp. 17,414,000,000, 23.78% Internal Rare of Return, and Payback Period in 7 years 1 months and 28 days.
