Abstract

Instalasi Pengolahan Air Limbah (IPAL) di PT. Surabaya Industrial Estate Rungkut (SIER) persero berdiri sejak 1989, dimana air limbah industrial yang disalurkan ke bak pengumpul berasal dari limbah domestik maupun non domestic secara terpusat dari 415 industri yang ada di kawasan tersebut. Dengan demikian di harapkan menghasilkan efluen yang dibuang ke badan air tidak mencemari lingkungan dan kesehatan manusia. Tujuan penelitian ini adalah untuk mengevaluasi proses pengolahan di setiap unit – unit IPAL di PT.SIER (Persero), melakukan kajian terhadap jumlah pegawai eksisting dan kebutuhan jumlah pegawai yang ada di lingkungan IPAL PT.SIER (Persero) dan kajian terhadap upaya pemantauan lingkungan sesuai dengan baku mutu yang sudah ditetapkan di pergub Jatim dan IPAL di PT.SIER (Persero). Fokus pada penelitian ini adalah aspek teknis, aspek lingkungan dan aspek kelembagaan. Aspek teknis melakukan analisis terhadap Instalasi Pengolahan Air Limbah (IPAL) di PT SIER (Persero) dimana efisiensi masing – masing untuk dievaluasi dengan mengetahui konsentrasi TSS,COD, dan NH3 influen dan efluen. Aspek kelembagaan melakukan kajian kecukupan terhadap sumber daya manusia yang dimiliki pengelola. Aspek lingkungan menyusun upaya pengelolaan dan pemantauan lingkungan berdasarkan dampak – dampak yang mungkin akan terjadi dalam pengelolaan air limbah yang ada di PT.SIER (Persero). Hasil penelitian menunjukkan bahwa debit maximum saat ini sebesar 10.000 m3/hari sama dengan 11,57 l/detik. Debit rata – rata sebesar 5.672 m3/hari sama dengan 6,65 l/detik. Debit eksisting saat ini 7000 m3/hari sama dengan 8,18 l/detik. Efisiensinya pengolahan air limbah secara total untuk TSS 77 %, COD 92 % dan NH3 50 %. Kelembagaan IPAL eksisting masih memerlukan penambahan sepuluh pekerja untuk mendukung kinerja pengelola. Sedangkan Aspek Lingkungan yaitu tentang upaya pengelolaan lingkungan antara lain : Pemeliharaan rutin terhadap unit – unit IPAL, melaporkan kondisi limbah cair setiap hari dan melakukan penggurasan di unit IPAL 2 hari sekali.

Wastewater treatment plants (WWTPs) in PT.Surabaya Industrial Estate Rungkut (SIER) Persero stood since 1989. Which is wastewater from any combination of domestic industrial and non – domestic industrial. The wastewater has supplied into influent tank from 415 industrial. Thus, it expecting when wastewater discharges to the environment will not affect to human and others. The purpose of this study to evaluate WWTPs in PT.SIER (Persero). Moreover, evaluated staff exsisting wwtps at PT.SIER (Persero) and also evaluted environmental management monitoring and environmental monitoring effort wwtps at PT.SIER (Persero). This consepts are technical aspect, institutional aspect and environmental aspect. The technical aspect analyzed discharge of wastewater in PT. SIER (Persero), which are physical methods (primary treatment), biological methods (secondary settling tank) and without adding chemicals methods. Moreover, the institutional aspect need monitoring for human resources. Environmental aspects to manage and monitor the environment based on impact - the impact that may occur in the management of wastewater in PT. SIER (Persero). The results showed that the maximum current discharge of debit 10,000 m3/day is equal to 11.57 L/second. The average discharge of 5,672 m3/day is equal to 6.65 L/second in addition exsisting data of 7000 m3/day equal to 8.18 L/second and efficiency effluent tank TSS is 77 %, COD is 92 % and NH3 is 50 %. The institutional aspect need more management of the wastewater based the exsisting regulations and institutional exsisting also personal performance. The environmental aspect is monitoring and conducting the daily maintenance for wwtps, daily monitoring for wwtps and routine monitoring every two weeks.
