Abstract
Konsep lean pada awalnya ditujukan dan diaplikasikan pada industri manufaktur. Namun, konsep lean ini telah digunakan secara luas pada industri jasa, mulai dari maskapai penerbangan hingga retailer. Terdapat banyak industri kesehatan atau rumah sakit di banyak negara yang telah mengimplementasi lean. Rumah sakit yang telah mengimplementasi lean menunjukkan beberapa perbaikan, antara lain meningkatnya efisiensi dan fleksibilitas, berkurangnya infeksi dan biaya yang lebih rendah. Sebagai bagian dari perbaikan berkelanjutan dalam menggunakan lean, penting untuk mempunyai lean assessment tool untuk mengukur leanness level. Lean Assessment Tool digunakan untuk menilai keefektifan dan efisiensi dari implementasi lean pada perusahaan tertentu. Terdapat banyak penelitian tentang Lean Assessment Tool untuk industri manufaktur dan jasa. Akan tetapi, Lean Assessment Tool yang spesifik untuk rumah sakit belum tersedia. Oleh karena itu, penelitian ini bertujuan untuk mengembangkan Lean Assessment Tool (LAT) untuk rumah sakit. Langkah pertama adalah melakukan pengumpulan tentang dimensi dan indikator kuantitatif dan kualitatif berdasarkan studi literatur. Dimensi dan indikator yang diusulkan kemudian dipilih dan divalidasi menggunakan metode Fuzzy Delphi. Hasilnya didapatkan tujuh dimensi kuantitatif, yaitu quality, time, internal transportation, employee involvement, cost, customer, dan inventory, dan enam dimensi kualitatif, yaitu quality, process, employee involvement, vertical information system, technology upgradation, dan management commitment. Fuzzy logic dipergunakan sebagai metode pengukuran untuk indikator kuantitatif dan kualitatif. Leanness level tersebut kemudian dipetakan dengan menggunakan radar plots.

The concept of lean is originated in manufacturing industry. However, this concept also has been widely adopted in service industry, from airlines to retailers. There are several healthcares or hospitals in various countries that has implemented Lean. The hospital that has adopted lean, shown various improvements, such as increase on efficiency and flexibility, reduction cost and infections cases. It is important to have lean assessment tool to measure leanness level after implementing lean. Lean Assessment Tool is utilized to measure effectiveness and efficiency of lean implementation in a particular company. There are many studies on Lean Assessment Tool for manufacturing and service industry in general. However, Lean Assessment Tool that is specific for hospital is not yet available. Therefore this study aims to develop a Lean Assessment Tool (LAT) for healthcare. First step is to gather quantitative and qualitative dimensions and indicators from literature study. Proposed dimensions and indicators are then selected and validated using the Fuzzy Delphi method. The results are seven quantitative dimensions, which are quality, time, internal transportation, employee involvement, cost, customer, and inventory, and six qualitative dimensions, which are quality, process, employee involvement, vertical information system, technology upgrading, and management commitment. Fuzzy logic is used as a measurement method to calculate leanness level for both quantitative and qualitative indicator. Leanness level will be mapped using radar plots
