Abstract
Infrastruktur pendukung terciptanya Sistem Transportasi Cerdas (Intelligent Transportation System) sangat diperlukan seiring adanya perbaikan pengelolaan sistem transportasi di kota-kota besar, seperti penerapan sistem parkir elektronik, tilang elektronik, pembayaran pajak kendaraan secara otomatis dan sebagainya. Proses terpenting dari tahapan aplikasi-aplikasi tersebut adalah pengenalan plat nomor kendaraan atau license plate recognition (LPR) yang harus memiliki akurasi pengenalan yang sangat tinggi untuk menghindari kesalahan berupa ketidak cocokan antara plat nomor asli dengan tangkapan kamera pintu masuk parkir, hasil deteksi CCTV, dan akses lokasi database plat nomor. Untuk itu diperlukan sistem pengenalan plat nomor yang handal dan berbasis teknologi Artificial Intelligent (AI).Dalam Tugas Akhir ini akan dibuat aplikasi sistem pengenalan plat nomor kendaraan menggunakan Wavelet Transformasion (WT) untuk keperluan ekstraksi fitur dan metode EMD (Empirical Mode Decomposision) untuk menganalisa dan menyeleksi fitur penting dari citra plat nomor yang hendak dikenali karakternya. Tahapan dalam sistem pengenalan plat nomor tersebut meliputi pra-proses (pre-processing), ekstraksi plat (plate extraction), segmentasi karakter (character segmentation), dan pengenalan karakter (character recognition). Untuk membantu penyelesaian aplikasi sistem pengenalan plat nomor kendaraan dalam Tugas Akhir ini digunakan perangkat lunak PYTHON, dan akan diujikan pada sejumlah database standart yang ada.

Supporting infrastructure for the creation of an Intelligent Transportation System is needed as improvements in the management of transportation systems in big cities, such as the application of electronic parking systems, electronic ticketing, automatic vehicle tax payments and so on. The most important process of the application stages is the introduction of a vehicle license plate (LPR) which must have a very high recognition accuracy to avoid mistakes in the form of mismatches between the original number plate and the camera entrance parking catch, CCTV detection results, and access the number plate database location. This requires a reliable number plate recognition system based on Artificial Intelligent (AI) technology. In this Final Project, a vehicle license plate recognition system application will be made using Wavelet Transformation (WT) for the purpose of feature extraction and EMD (Empirical Mode Decomposision) method to analyze and select important features from the number plate image that the characters want to recognize. The stages in the number plate recognition system include pre-processing (plate extraction), character segmentation, and character recognition. To help complete the application of the vehicle number plate recognition system in this Final Project, PYTHON software is used, and will be tested on a number of standard databases.
