Abstract
Indonesia memiliki potensi yang sangat besar dalam bidang maritim, khusus nya pada sektor pariwisata. Pariwisata di Indonesia sudah mulai berkembang di beberapa daerah. Di kabupaten Gresik, salah satu pariwisata yang menjadi yaitu Pantai Dalegan. Pantai Dalegan terletak di Desa Dalegan, Kecamatan Panceng yang memiliki luas wilayah 6,39 km2. Pantai Dalegan memiliki luas sekitar 2,3 ha dan panjang pantai 180 meter. Pantai Dalegan merupakan satu-satunya obyek wisata dengan topografi pantai landai, ombak cukup tenang dan bepasir putih. Pengelolaan potensi wisata Pantai Dalegan yang terpadu dan berkelanjutan mendapatkan beberapa kendala yaitu minimnya sarana prasarana pendukung tempat wisata, tidak jelasnya kerjasama antara masyarakat desa dengan pemerintah daerah sehingga pengelolaan wisata pantai belum optimal. Penelitian ini bertujuan untuk menyatukan pendapat beberapa pelaku pengelolaan pantai yaitu pemerintah daerah, masyarakat, BPD dan perguruan tinggi dengan dibantu metode Analisa Hirarki Proses (AHP) untuk mendapatkan rumusan pengelolaan pantai yang terpadu dan berkelanjutan berdasarkan skala prioritas. Ada lima faktor yang digunakan untuk kriteria dalam proses analisa ini, yaitu lingkungan, ekonomi, sosial, infrastruktur dan hukum yang diproses dengan software Expert Choice yang akan menunjukkan urutan prioritas alternatif pengelolaan yang harus dilakukan. Urutan prioritas alternatif yaitu pemberdayaan SDM sebesar 0.336 atau (33.6%), selanjutnya pengembangan destinasi wisata dengan nilai sebesar 0.256 atau (25.6%), selanjtnya pengembangan pemasaran wisata sebesar 0.238 atau (23.8%) dan terakhir pengembangan industri sebesar 0.170 atau (17.0%).

Indonesia has enormous potential in the maritime sector, specifically in the tourism sector. Tourism in Indonesia has begun to develop in several regions. In Gresik, one of the tourism destinations is Dalegan Beach. Dalegan Beach is located in Dalegan Village, Panceng District which has an area of 6.39 km2. Dalegan Beach has an area of about 2.3 ha and a beach length of about 180 meters. Dalegan Beach is the only tourist attraction with a sloping beach topography, calm waves and white sand. The management of Dalegan Beach tourism potential that is integrated and sustainable has several obstacles, namely the lack of infrastructure to support tourist attractions, the unclear collaboration between the village community and the local government so that coastal tourism management is not yet optimal. This study aims to unite the opinions of several actors in coastal management, namely local governments, communities, BPD and universities, assisted by the Process Hierarchy Analysis (AHP) method to obtain an integrated and sustainable beach management formula based on priority scale. There are five factors used for the criteria in this analysis process, namely the environment, economy, social, infrastructure and law that are processed with the Expert Choice software that will indicate the order of alternative priority management that must be done. The alternative priority sequence is empowerment of human resource by 0.336 or (33.6%), then the development of tourist destinations with a value of 0.256 or (25.6%), development of tourism marketing by 0.238 or (23.8%) and industrial development by 0.170 or (17.0%).
