Abstract
Kawasan konservasi mangrove di Kecamatan Gunung Anyar merupakan bagian dari kawasan konservasi mangrove Pantai Timur Surabaya yang telah direncanakan sebagai salah satu pusat ekowisata edukasi mangrove oleh Pemkot Surabaya. Namun terdapat beberapa faktor yang dapat mengancam keberlanjutan fungsi ekologisnya, seperti; pertumbuhan penduduk yang tinggi, adanya pelanggaran batas konservasi, abrasi dan sedimentasi pantai, adanya rencana ekowisata edukasi itu sendiri, juga beberapa faktor lain. Oleh karena itu, penelitian ini dilakukan untuk dapat memberikan rekomendasi kebijakan untuk kawasan konservasi mangrove berdasarkan status keberlanjutan ekologis di Kecamatan Gunung Anyar, Surabaya.
Metode yang digunakan untuk memperoleh variabel yang berpengaruh terhadap status keberlanjutan ekologis di kawasan konservasi mangrove Kecamatan Gunung Anyar adalah teknik analisis Delphi. Sasaran kedua, yang bertujuan menganalisis status keberlanjutan ekologis di kawasan konservasi mangrove Kecamatan Gunung Anyar, dilakukan menggunakan tools R Software. Sedangkan output sasaran ketiga berupa rekomendasi kebijakan diperoleh melalui triangulasi hasil sasaran kedua, best practice, dan kebijakan eksisting.
Dari hasil analisis, maka status keberlanjutan ekologis kawasan konservasi mangrove Kecamatan Gunung Anyar masuk ke dalam kategori tidak berkelanjutan dengan skor rata-rata hanya sebesar 11,13532 dengan variabel sensitif berurutan ; tekanan lahan mangrove, fungsi konservasi mangrove, keberhasilan penanaman kembali, dan penduduk sekitar. Sehingga rekomendasi kebijakan yang didapatkan terkait dengan status keberlanjutan ekologis kawasan konservasi mangrove di Kecamatan Gunung Anyar, antara lain; penetapan zonasi dan alokasi ruang pesisir yang jelas dan spesifik, melakukan pengendalian penduduk melalui pengendalian jumlah kelahiran dan penekanan arus urbanisasi, mempertahankan penanaman kembali (mangrove) sebagai agenda rutin dengan melibatkan partisipasi masyarakat, dan beberapa rekomendasi lain yang diharapkan dapat meningkatkan status keberlanjutan ekologis di kawasan konservasi mangrove Kecamatan Gunung Anyar, Surabaya.

Mangrove conservation area in Gunung Anyar Sub-District is part of the Surabaya East Coast mangrove conservation area which has been planned as one of the centers of mangrove education ecotourism by the Surabaya City Government. However, there are several factors that can threaten the sustainability of their ecological functions, such as; high population growth, the existence of violations of conservation boundaries, abrasion and coastal sedimentation, the existence of an educational ecotourism plan itself, as well as several other factors. Therefore, this study was conducted to be able to provide policy recommendations for mangrove conservation areas based on ecological sustainability status in Gunung Anyar Sub-District, Surabaya.
The method used to obtain variables that affect the ecological sustainability status in the mangrove conservation area of Gunung Anyar Sub-District is the Delphi analysis technique. The second target, which aims to analyze the status of ecological sustainability in the mangrove conservation area of Gunung Anyar Sub-District, was carried out using R Software tools. While the third target output in the form of policy recommendations is obtained through triangulation of the results of the second target, best practice, and existing policies.
From the results of the analysis, the ecological sustainability status of the mangrove conservation area of Gunung Anyar Sub-District is included in the unsustainable category with an average score of only 11,13532 with sequential sensitive variables; mangrove land pressure, function of mangrove conservation, replanting success, and surrounding population. So that the policy recommendations obtained related to the ecological sustainability status of mangrove conservation areas in Gunung Anyar Sub-District, are as follows; determining clear and specific zoning and allocation of coastal space, controlling population through controlling the number of births and suppressing the flow of urbanization, maintaining mangrove replant as a routine agenda by involving community participation, and several other recommendations that are expected to improve the status ecological sustainability in the mangrove conservation area of Gunung Anyar Sub-District, Surabaya.
