Abstract

Seiring dengan berjalannya program listrik 35.00 MW yang dicanangkan pemerintah, pembangunan pembangkit listrik gencar dilakukan. provinsi Papua merupakan provinsi dengan rasio elektrifikasi yang paling rendah yaitu 65%. Untuk meningkatkan angka elektrifikasi tersebut pemerintah melalui kementrian Energi dan Sumber Daya Mineral (ESDM) melakukan pembangunan Pembangkit Listrik Tenaga Mesin Gas (PLTMG) yang memiliki kapasitas total di bawah 100 MW dan tersebar pada pesisir utara Papua dengan dengan memanfatkan lapangan gas Liquified Natural Gas (LNG) Tangguh dan LNG Masela sebagai sumber penyedia gas. Melihat kondisi infrastruktur dan geografis wilayah Timur Indonesia pemanfaatan small - scale LNG carrier sebagai sarana transportasi gas menjadi rencana yang ingin dikembangkan oleh pemerintah. Desain small - scale LNG carrier ditentukan berdasarkan kebutuhan gas pada PLTMG “Sorong” dan ukuran utama kapal yang didasari kondisi geografis yang ada. Dalam tahap awal proses desain small – scale LNG carrier dilakukan penentuan ukuran utama menggunakan metode Geocim Procedure. Ukuran utama yang memenuhi kriteria teknis dan regulasi adalah Lpp = 92.2 m; B = 16.5 m; H = 9.2 m; T = 5.2 m. Nilai Cb 0.719, Cm 0.987, Cp 0.728, hambatan total sebesar 124.366 kN, besar MCR 2379.579 HP, total berat 5499.997 ton, tinggi freeboard minimum yang didapatkan yaitu 2270 mm, tonase kotor kapal mencapai 2774.75 ton dan kondisi stabilitas kapal memenuhi kriteria. Biaya pembangunan sebesar Rp80,284,131,210.95.

Along with the implementation of the 35.00 MW electricity program launched by the government, the construction of a power plant was carried out. Papua province is the province with the lowest electrification ratio of 65%. To increase the electrification rate the government through the Ministry of Energy and Mineral Resources (ESDM) undertook the construction of a Gas Engine Power Plant (PLTMG) which has a total capacity of under 100 MW and is spread on the northern coast of Papua by utilizing the Tangguh LNG and Masela LNG gas fields as a source of gas providers. Looking at the infrastructure and geographical conditions in Eastern Indonesia, the use of small-scale LNG carriers as a means of gas transportation is a plan that the government wants to develop. The suitable small-scale LNG carrier design is based on gas needs on PLTMG “Sorong” and the main size of the ship based on the existing geographical conditions. In the initial stages of the small - scale LNG carrier design process, the main dimension determination is done by using the Geosim Procedure Method. The main dimensions that meet the technical and regulatory criteria are Lpp = 92.2 m; B = 16.5 m; H = 9.2 m; T = 5.2 m. The minimum freeboard height obtained is 2270 mm, the gross tonnage of the ship reaches 2774.75 tons and the condition of the ship's stability meets the criteria. The construction costs amounted to Rp80,284,131,210.95.
