Abstract

Indonesia merupakan negara kepulauan dengan wilayah laut yang luas dan memiliki kekayaan alam yang sangat banyak, hal ini memicu terjadinya pelanggaran kedaulatan wilayah NKRI oleh negara asing. Terlebih kasus yang menjadi sorotan belakangan ini yaitu kasus kapal coast guard milik China yang menabrak kapal TNI-AL KRI Tjiptadi 381 di laut Natuna Utara. Hal tersebut secara nyata telah mengganggu kedaulatan negara dan memberikan kerugian yang besar bagi negara. Kehadiran kapal patroli dapat meningkatkan pengawasan terhadap kedaulatan hukum negara dan kemampuan kontrol di wilayah tersebut. Tujuan dari penulisan tugas akhir ini adalah untuk mekakukan analisis operational requirement, mentukan ukuran utama kapal, menggambar linesplan, general arrangement¸dan 3D kapal, dan juga melakukan analisis biaya pembangunan kapal. Payload kapal patroli ini diidentifikasi dan dianalisa berdasarkan kebutuhan kapal patroli tersebut. Payload yang digunakan yaitu berupa kru kapal, persenjataan beserta amunisinya, dan alat-alat navigasi. Dari hasil analisa yang dilakukan didapatkan payload sebesar 38,715 ton. Dalam perancangan kapal ini juga dilakukan analisa teknis dan ekonomis. Secara teknis perhitungan lambung timbul menggunakan standar International Convention on Load Lines 1966 (ICLL 1966), perhitungan Trim menggunakan standar SOLAS 1974, dan perhitungan stabilitas menggunakan kriteria Stability for U.S. Naval Surface Ship, Didapatkan ukuran utama yaitu Lpp 57,00 m, lebar 7,47 m, tinggi 4,70 m, dan sarat 1,87 m, displacement sebesar 406.4 ton, resistance sebesar 355,9 kN, kapasitas mesin 3600 kW, dan freeboard sebesar 2,83 m. Perhitungan lambung timbul, trim, dan stabilitas telah memenuhi semua kriteria yang disyaratkan. Serta pembangunan kapal ini telah diperhitungkan dan membutuhkan dana sekitar Rp 8.253.095.241,00. Harapannya kapal patroli ini dapat menunjang kegiatan patroli untuk sekitar wilayah kepulauan Natuna.

Indonesia is a country with a huge area of sea and has a lot of natural resources, somehow it triggers a sovereignty violation for Republic of Indonesia by foreign countries. Especially in the recent spotlight is the case of a Chinnese Coast Guard Vessel that crashed into the Indonesian Navy KRI Tjiptadi 381 in the North Natuna Sea. The presence of patrol vessels can increase supervision of the country's legal sovereignty and control capabilities in the region. The purpose of this assignment is to carry out operational requirements analysis, determine the main size of the ship, draw lines plans, general arrangements and 3D ships, and also analyze the cost of building the ship. Payload of this patrol boat is identified and analyzed based on the needs of the patrol boat. The payloads are ship crews, weaponary and ammunition, and also navigation equipments. From the results of the analysis carried out the payload was 38,715 tons. In the design of this ship also carried out technical and economic analysis. Technically the freeboard calculation uses the International Convention on Load Lines 1966 standard (ICLL 1966), trim calculation uses the SOLAS 1974 standard, and the stability calculation uses the Stability for U.S. criterion naval surface ships. From the calculations, the main dimensions of ship are Lpp = 57.00 m, B = 7.47 m, H = 4.70 m, and T = 1.87 m, displacement 406.4 tons, resistance 355.9 kN, engine capacity 3600 kW, and freeboard 2.83 m. Calculation of freeboard, trim, and stability meet all the required criteria. As well as the construction of this ship has been calculated and requires funding of around Rp 8,253,095,241.00. It is hoped that this patrol boat can support patrol activities around the Natuna islands.
