Abstract

Meningkatnya aktivitas industri menjadi salah satu penyebab utama tingginya frekuensi buangan polutan ke udara, selain aktivitas kendaraan bermotor. Kabupaten Gresik merupakan pusat industri yang menjadi ikon industri di Provinsi Jawa Timur. Tercatat 6.653 industri di Gresik, bahkan akan terus bertambah banyak seiring pembangunan JIIPE (Java Integrated Industrial Ports and Estate). Tahun 2009 tercatat gas karbon dioksida sebagai salah satu polutan paling tinggi di Gresik sebesar 20 ppm, dan tahun 2017 tercatat Gresik memiliki Indeks Kualitas Udara paling rendah di Jawa Timur dengan nilai 65,81.
Penelitian ini bertujuan untuk mengetahui konsentrasi karbon dioksida 3 kecamatan di Gresik yang menjadi fokus pengembangan kawasan industri di Gresik menurut Bupati Gresik, serta menjadi kecamatan tempat industri-industri besar berada, seperti PT. PJB, PT. Petrokimia, PT. Maspion, PT. Wilmar, PT. Semen Gresik, dan termasuk JIIPE.
Hasil penelitian bahwa emisi gas CO dari kegiatan industri di ketiga kecamatan masih berada dibawah baku mutu emisi menurut PerMen LHK No. 15/2019. Konsentrasi gas CO untuk udara ambien dari kegiatan industri di Kecamatan Manyar melebihi baku mutu menurut Peraturan Gubernur Jatim No. 10/2009. Sedangkan di Kecamatan Gresik dan Kebomas masih dibawah baku mutu. Kondisi RTH publik eksisting di ketiga kecamatan prosentasenya masih dibawah standar minimal 20% (UU No. 26/2007). Melalui pendekatan laju penyerapan CO2 maupun pendekatan daya serap jenis tutupan vegetasi, daya serap RTH publik eksisting di ketiga kecamatan masih belum cukup untuk menyerap beban gas CO dalam bentuk senyawa CO2 dari aktivitas industri di kecamatan. Pengembangan RTH publik di ketiga kecamatan yang terkendala lahan terbatas dapat dengan penerapan RTH vertikal dengan teknik aeroponik maupun teknik vertical landscape.

Increased of industrial activity is one of the main causes of the high frequency of pollutant discharge into the air, in addition to motor vehicle activity. Gresik Regency is an industrial center that has become an industrial icon in East Java Province. 6,653 industries in Gresik are recorded, and will even continue to multiply along with the development of JIIPE (Java Integrated Industrial Ports and Estate). In 2009 carbon monoxide gas was recorded as one of the highest pollutants in Gresik at 20 ppm, and in 2017 it was recorded that Gresik had the lowest Air Quality Index in East Java with a value of 65.81.
This study aims to determine the concentration of carbon monoxide 3 districts in Gresik which are the focus of the development of industrial areas in Gresik according to the Regent of Gresik, as well as being a district where large industries are located, such as PT. PJB, PT. Petrokimia, PT. Maspion, PT. Wilmar, PT. Semen Gresik, and including JIIPE.
The results of the study show that CO gas emissions from industrial activities in the three districts are still below the emission quality standard according to the Minister of Environment Regulation No. 15/2019. Concentration of CO gas for ambient air from industrial activities in Manyar District exceeds the quality standard according to East Java Governor Regulation No. 10/2009. Whereas in Gresik and Kebomas Districts are still below the quality standard. The condition of existing public green open space in all three sub-districts is still below the minimum standard of 20% (Law No.26 of 2007). Through the CO2 absorption rate approach and the absorption approach of the type of vegetation cover, the absorption capacity of existing public green open space in the three districts is still not enough to absorb the CO gas load in the form of CO2 gas from industrial activities in the districts. The development of public open green space in the three districts that are constrained by limited land can be by applying vertical open green space with aeroponic techniques and vertical landscape techniques.
