Abstract

Long Segment merupakan kegiatan preservasi jalan dalam batasan satu panjang segmen yang menerus (bisa lebih dari satu ruas) yang dilaksanakan dengan tujuan untuk mendapatkan kondisi jalan yang seragam yaitu jalan mantap dan standar sepanjang segmen. Ruang lingkup pekerjaan Long Segment terdiri dari pelebaran jalan (menuju standar), rekonstruksi jalan, rehabilitasi jalan, pemeliharaan preventif jalan, pemeliharaan rutin jalan, dan pemeliharaan rutin jembatan. Kegiatan Long Segment ini dilakukan sesuai dengan Surat Edaran Direktur Jenderal Bina Marga No.09/SE/Db/2015 tentang Standar Dokumen Pengadaan Pekerjaan Preservasi Jalan untuk Pemaketan Secara Long Segment. Proyek jalan nasional dengan system Long Segment merupakan system kontrak yang baru dimana beberapa lingkup pekerjaan jalan beserta kondisinya dijadikan dalam satu kontrak dan dikerjakan pleh satu kontraktor. Pemahaman dan kesiapan dalam bentuk seluruh lingkup pekerjaan bukan hanya berasal dari pihak owner saja tetapi pihak kontraktor dan konsultan juga harus memahaminya, khususnya pihak kontraktor selaku penyedia jasa dalam melaksanakan pekerjaan Long Segment. Pelaksanaan pekerjaan Long Segment dari awal tahun 2016 hingga tahun 2017, banyak kontraktor yang masih belum paham pada lingkup pekerjaan dan peraturan – peraturan yang ada pada system kontrak Long Segment. Terkait dengan lingkup pekerjaan seperti pemeliharaan rutin jalan yang baru dikerjakan oleh kontraktor. Sehingga pelaksanaan pekerjaan Long Segment tidak bisa terlaksana dengan baik. Sesuai dengan hasil penelitian ini, bahwa nilai bobot faktor yang paling tinggi adalah pemahaman dan kesiapan PPK sebagai Owner (0,659), disebabkan karena pemahaman dan kesiapan dari sistem kerja PPK dimulai dari Perencanaan, proses Pengadaan Barang/Jasa, Pelaksanaan sampai dengan Penyerahan Pertama Proyek (PHO) bahkan sampai dengan Penyerahan Akhir Proyek (FHO). Sedangkan pemahaman dan kesiapan konsultan (0,185). Pemahaman dan kesiapan kontraktor (0,156). karena kerja konsultan dan kontraktor hanya awal pelaksanaan sampai Penyerahan Pertama Proyek (PHO). Sedangkan sub faktor yang sangat dominan terhadap pemahaman dan kesiapan Pelaksanaan Jalan Nasional dengan Sistem Long Segment adalah pemahaman dan kesiapan Pejabat Pembuat Komitmen (PPK) dalam memahami masing – masing lingkup pekerjaan proyek long segment. Pemahaman dan kesiapan Konsultan untuk membantu dan memberikan petunjuk kepada Kontraktor dalam perijinan. Pemahaman dan kesiapan Kontraktor dalam memahami hukum kontrak. ===================================================================================================================================
Long Segment is a road preservation activity within the boundary of one continuous segment length (can be more than one segment) implemented in order to obtain uniform road conditions is steady and standard road along the segment. The scope of work of Long Segment consists of road widening (toward the standard), road reconstruction, road rehabilitation, road preventive maintenance, routine road maintenance, and routine maintenance of the bridge. This Long Segment activity is carried out in accordance with Circular Letter of Director General of Highways No.09 / SE / Db / 2015 on Standard Document of Procurement of Road Preservation Works for Packaging by Long Segment. The national road project with the Long Segment system is a new contract system where multiple scope of road works and conditions are made into one contract and done by one contractor. Understanding and readiness in the form of the entire scope of work not only comes from the owner alone but the contractor and consultant must also understand it, especially the contractor as a service provider in carrying out the work of Long Segment. The implementation of Long Segment work from early 2016 to 2017, many contractors who still do not understand the scope of work and regulations that exist in Long Segment contract system. Related to the scope of work such as routine maintenance of new roads undertaken by contractors. So that the implementation of Long Segment work can not be done properly. In accordance with the results of this study, the highest factor weight value is PPK understanding and readiness as Owner (0.659), due to the understanding and readiness of the PPK work system starting from Planning, Procurement of Goods / Services, Implementation to First Project Submission ( PHO) even up to the Final Project Submission (FHO). Whereas the consultant's understanding and readiness (0.185). Understanding and readiness of contractors (0.156). because the work of consultants and contractors is only the beginning of implementation until the First Project Submission (PHO). While the very dominant sub-factor on the understanding and readiness of the National Road Implementation with the Long Segment System is the understanding and readiness of the Commitment Making Officer (PPK) in understanding each of the long segment project work scope. Understanding and readiness of Consultants to assist and provide guidance to the Contractor in licensing. Understanding and readiness of the Contractor in understanding contract law.
