Abstract

Penerapan standar keselamatan kapal pelayaran rakyat berdasarkan keputusan Dirjen Hubla No.PY-66/2002 dapat meningkatkan komponen biaya kapal. Penambahan biaya investasi dan operasional kapal serta potensi muatan yang tidak tentu mengakibatkan penerapan tidak dapat dilakukan dalam waktu singkat. Salah satu upaya pemerintah dalam meningkatkan standar keselamatan kapal pelayaran rakyat adalah dengan membangun kapal perintis sesuai standar SKNK. Tugas akhir ini bertujuan untuk menganalisis penerapan standar keselamatan kapal pelayaran rakyat sesuai SKNK. Tingkat penerapan standardisasi kapal dengan metode KPI terhadap PY-66/2002 dan SKNK sebesar 34,44 %, 12,51%. Lebih lanjut, probabilitas kecelakaan sebesar 0,17% (optimis), 13,37% (moderat) dan 24,83% (pesimis). Potensi penerapan standardisasi keselamatan yakni meliputi potensi klasifikasi, asuransi kapal serta potensi muatan. Potensi muatan dari kapal pelayaran rakyat sebesar 829.369 ton/tahun dan dari kapal general cargo sebesar 608.368 ton/tahun untuk wilayah Provinsi Jawa Timur, Bali, Nusa Tenggara Barat & Nusa Tenggara Timur. Analisis finansial menunjukkan bahwa, perubahan pola operasi port to port menjadi multiport mengakibatkan kenaikan pendapatan sebesar 36%, biaya sebesar 28% serta keuntungan sebesar 87%. Analisis sensitivitas terhadap load factor kapal dengan rentang 5% menunjukan terjadi penurunan pendapatan rata- rata sebesar 14%, biaya 11% serta keuntungan sebesar 32%. Lebih lanjut, kapal pelayaran rakyat dapat berlayar (memperoleh keuntungan) ketika load factor sekurang- kurangnya 65%. Analisis ekonomi menunjukkan bahwa, nilai rasio manfaat terhadap biaya dari tiap skenario pola operasi di masing- masing standar sangat berfluktuasi dan memiliki nilai di atas 1 (satu).

The adoption of the safety standards for traditional shipping vessels based on the decision of the Director General of Hubla No.PY-66/2002 can increase the cost component of the ship. Addition of investment and operational costs of the ship and the potential for cargo that does not necessarily result in the application can not be done in a short time. One of the government's efforts to improve the safety standards for people's shipping vessels is to build pioneer ships according to SKNK standards. This final project aims to analyze the application of the safety standards for people's shipping vessels in accordance with the SKNK. The level of application of ship standardization by the KPI method to PY-66/2002 and SKNK was 34,44 %, 12,51%. Furthermore, the probability of accidents is 0,17% (optimistic), 13,37% (moderate) and 24,83% (pessimistic). Potential application of safety standardization includes potential classification, ship insurance and potential cargo. Potential cargo from shipping vessels is 829.369 tons / year and from general cargo ships is 608.368 tons / year for the provinces of East Java, Bali, West Nusa Tenggara & East Nusa Tenggara. Financial analysis show that, changing the pattern of port to port operations to multiport resulted in an increase in revenue by 36%, costs by 28% and profits by 87%. Sensitivity analysis of ship load factors with a range of 5% shows an average decline in income of 14%, 11% costs and a profit of 32%. Furthermore, people's shipping vessels can sail (profit) when the load factor is at least 65%. Economic analysis show that, the value of the ratio of benefits and costs of each operating pattern scenario in each standard is highly fluctuating and has a value of above 1 (one).
