Abstract

Masalah pelabuhan yang sudah over capacity atau overspecs merupakan masalah yang harus segera dicarikan jalan pemecahannya. Mengingat pelabuhan merupakan urat nadi perekonomian nasional, isu pembangunan atau pengembangan pelabuhan perlu terus digencarkan. Informasi mengenai kondisi pelabuhan di Tanah Air yang sudah over capacity maupun overspecs atau overload penting untuk diteliti agar mendukung program pembangunan atau pengembangan bandara dan pelabuhan. Dengan menggunakan indikator NPV (Net Present Value) dan PI (Profittabillity Index) menunjukkan semakin tinggi pendapatan (revenue), maka nilai NPV juga semakin tinggi. Konfigurasi 3 (HMC dan RTG) memiliki keuntungan yang optimum dibanding konfigurasi lainya pada saat kapasitas pelabuhan 100.000, 300.000 dan 400.000 TEUs. Konfigurasi 6 (STS Panamax dan RTG) memiliki profit optimum pada saat kapasitas pelabuhan 500.000, 600.000, 900.000, 1000.000 dan 1.300.000 TEUs. Konfigurasi 9 (STS Post Panamax dan RTG) lebih optimum dibanding konfigurasi lainya pada saat kapasitas lebih dari 200.000, 700.000, 800.000, 1.100.000, 1.200.000 dan <1.300.000 TEUs. Selanjutnya dilakuakan analisa sensitivitas untuk megetahui kebutuhan fasilitas maka dan didapatkan persamaan sebagai berikut : Panjang Dermaga (m) : 0,0006 x + 157,44; Jumlah Tambatan : (2 x 10- 6) x + 0,5404; Jumlah Alat di Dermaga : (0,5 x 10-6 ) x + 0,9233; Luas Lapangan
Penumpukan (m2) : 0,2686 x – (4 x 10-10); Jumlah Truk : 0,0001 x – 83,743; Jumlah Alat B/M di CY : 0,000002 x – 0, 4318.

The problem of ports that are over capacity or overspecs are problems that must be immediately resolved. Since the port is the lifeblood of the national economy, the issue of port development or development needs to be intensified. Information on the condition of ports in the country that are already over capacity or overspecs or overload is important to be examined in order to support airport or port development or development programs. Subsequently a sensitivity analysis was carried out to determine the needs of the facility and the following equation was obtained: Quay Length (m): 0,0006 x + 157.44; Amount of Moorings: (2 x 10-6) x + 0.5404; Number of Tools at the Pier: (0.5 x 10-6) x + 0.9233; Standing Field Area (m2): 0.2686 x - (4 x 10-10); Number of Trucks: 0,0001 x - 83,743; Number of tools in CY: 0.000002 x - 0, 4318.
