Abstract

Kebutuhan bahan bakar minyak bumi semakin meningkat seiring dengan meningkatnya populasi dan berkembangnya teknologi. Berdasarkan data dari Badan Pusat Statistik (BPS) tercatat pada tahun 2017 nilai impor minyak Indonesia mencapai 8,2 miliar dolar AS atau sekitar Rp 117,2 triliun. Sehingga untuk mengurangi penggunaan bahan bakar minyak, Indonesia menerapkan program B20. Berdasarkan Keputusan Menteri ESDM No. 1803 K/10/MEM/2018 terdapat 19 Badan Usaha BBN yang menyuplai FAME dan 25 BU BBM yang mengelola FAME, salah satunya adalah PT X. Namun, karena terlalu banyak titik pencampuran sehingga pendistribusian FAME belum berjalan dengan baik. Penelitian ini bertujuan untuk mencari rute distribusi dengan unit cost minimum. Berdasarkan data history perkembangan FAME memiliki potensi yang bagus, dimana setiap tahunnya kebutuhan FAME meningkat rata-rata sebesar 16%. Dalam pencarian rute distribusi digunakan Metode Nearest Neighbour yang bertujuan untuk mencari rute yang terpendek. Selain itu menggunakan metode optimasi untuk mencari ukuran utama kapal yang sesuai dengan setiap rute. Biaya satuan yang didapat adalah rute 1 Rp 128 /m3/nm, rute 2 Rp 58 /m3/nm, rute 3 Rp 80 /m3/nm, rute 4 Rp 162 /m3/nm, rute 5 Rp 151 /m3/nm, rute 6 Rp 87 /m3/nm, rute 7 Rp 100 /m3/nm, rute 8 Rp 138 /m3/nm, rute 9 Rp 254 /m3/nm, rute 10 Rp 355 /m3/nm.

Petroleum fuel needs is going to increase with population growth and technology development. BPS data show value of Indonesia's oil imports reached 8.2 billion US dollars or around Rp 117.2 trillion in 2017. So Indonesia goverment applies the B20 program to reduce the use of fuel oil. There are 19 BBN Business Entities supplying FAME and 25 BU BBM that manage FAME based on Decree of the Minister of Energy and Mineral Resources No. 1803 K / 10 / MEM / 2018. However, FAME distribution hasn’t gone well because there are too many mixing points. This study aims to find distribution routes with a minimum unit cost. The development of FAME has good potential based on historical data, where FAME needs increase of 16% every year. Research method to find distribution routes is Nearest Neighbor Method. Each route will determine ship main dimension based on optimization. The result of the unit costs for every route are Rp 128 /m3/nm four route 1, Rp 58 /m3/nm for route 2, Rp 80 /m3/nm for route 3, Rp 162 /m3/nm for route 4, Rp 151 /m3/nm for route 5, Rp 87 /m3/nm for route 6, Rp 100 /m3/nm for route 7, Rp 138 /m3/nm for route 8, Rp 254 /m3/nm for route 9, Rp 355 /m3/nm for route 10.
