Abstract

Persaingan dan tantangan yang dihadapi oleh maskapai pada industri penerbangan di Indonesia memunculkan membuat para manajer, perencana, dan regulator menggunakan berbagai teknik manajemen kinerja untuk mengukur dan mengelola kinerja maskapai. Dalam menghadapi persaingan yang semakin ketat, kebutuhan mengenai efisiensi menjadi salah satu isu bagi keberlangsungan perusahaan, tidak terkecuali maskapai penerbangan. Data Envelopment Analysis (DEA) merupakan salah satu metode yang dapat digunakan untuk mengukur efisiensi dengan jumlah input dan output yang bervariasi terhadap Decision Making Unit (DMU). Penelitian ini merupakan sebuah studi untuk melakukan pengukuran efisiensi terhadap maskapai penerbangan domestik di Indonesia dengan metode DEA. Terdapat 9 DMU dengan 2 variabel input yang digunakan berupa jumlah kapasitas kursi pesawat dan jumlah destinasi domestik maskapai serta dan 1 variabel output yaitu on time performance. Hasil penelitian menunjukkan DMU 8 dan DMU 9 memiliki nilai efisiensi sebesar 1. Untuk DMU 1 hingga 7 memiliki nilai efisiensi kurang dari 1. Sehingga dapat dinyatakan bahwa ketujuh DMU tersebut relatif tidak efisien jika dibandingkan dengan DMU 8 dan DMU 9. Dengan menggunakan normalisasi maupun tanpa normalisasi terhadap data DMU dengan menggunakan model DEA dasar, selama data hasil normalisasi yang diberikan bernilai positif, kesimpulan yang dihasilkan akan bernilai sama terkait dengan posisi DMU satu terhadap DMU lainnya. Perubahan pada jumlah DMU, nilai variable input, maupun nilai variable output dalam set DMU yang diamati dapat merubah hasil dari perhitungan efisiensi dengan model DEA. Ketiga faktor tersebut berpengaruh dalam pembentukan production frontier yang digunakan sebagai kriteria untuk menilai efisiensi.

The competition and challenges faced by airlines in the aviation industry in Indonesia have led to making managers, planners and regulators use various performance management techniques to measure and manage airline performance. In the face of increasingly fierce competition, the need for efficiency is one of the issues for the sustainability of the company, including airlines. Data Envelopment Analysis (DEA) is one method that can be used to measure the efficiency with a number of inputs and outputs that vary with the Decision-Making Unit (DMU). This research is a study to measure the efficiency of domestic airlines in Indonesia using the DEA method. There are 9 DMUs with 2 input variables used in the form of aircraft seat capacity and the number of airline domestic destinations and 1 output variable, namely on-time performance. The results showed that DMU 8 and DMU 9 had efficiency values of 1. For DMUs 1 through 7 they had efficiency values of less than 1. So it can be stated that the seven DMUs were relatively inefficient when compared to DMU 8 and DMU 9. By using normalization or without normalization of DMU data using the basic DEA model, as long as the normalized data provided is positive, the resulting conclusions will be of equal value in relation to the position of DMU one with respect to other DMUs. Changes in the number of DMUs, the values of the input variables, and the values of the output variables in the DMU set observed can change the results of the calculation of efficiency with the DEA model. These three factors influence the formation of production frontier which is used as a criterion for assessing efficiency.
